Job Overview: APTIM Energy Transition is seeking an experienced
Program Operations Manager with programmatic and project management experience to work with our Louisiana Statewide Energy Efficiency Program team. APTIM is responsible for designing and managing program operations; measuring, tracking, and reporting results; marketing, outreach, and community engagement; and providing engineering and technical resources. The Louisiana Public Service Commission's Statewide Energy Efficiency program will provide incentives to customers for making electric and gas efficiency improvements to residential and commercial buildings. This position will be based in Louisiana and will report to the Program Director working directly with the Program team.
The
Program Operations Manager will provide administrative services including quality assurance and data integrity, with key tasks including development and implementation of policies and procedures, managing incentive reviews, and supporting or directly coordinating projects with internal functional teams. Communication with other internal functional teams is a key responsibility of this position as well as coordination with external implementation teams while serving as a resource for the program leadership team to ensure commitments to stakeholders are delivered. Industry and technical knowledge in energy efficiency solutions is required. Coordinating directly with internal functional teams will be paramount to devise and optimize plans and strategies for delivery of Program offerings. This role may involve direct marketplace engagement with Public Service Commission staff, utility customers, trade ally contractors, electric and gas utilities, industry organizations and other Program partners.

Program Operations Manager. Candidates must be able to manage multiple tasks, be well-versed in program strategies, have excellent written and verbal communication skills, and be able to maintain positive relationships with colleagues and implementation contractors. Key Responsibilities/Accountabilities:- Work as part of an energy efficiency team ensuring the administration, implementation, and verification of Public Service Commission sponsored energy efficiency projects are successfully executed.
- Develop program policies and procedures for customers, contractors, engineers/consultants, and other program partners.
- Develop relationships with program implementers and partners to identify and address their needs from the program to provide information to the program managers.
- Manage team to maintain, update, and add entries to the system databases accurately.
- Provide assistance with customer service, scheduling and other issues as needed.
- Conduct QA/QC of program processes and protocols, offering design improvements and recommendations.
- Track program performance and metrics and draft qualitative and quantitative reporting for public filing and internal leadership team.
- Identify and facilitate the resolution of program operation issues.
- All other duties as assigned.
- Ensuring compliance with all APTIM quality and safety policies as well as all OSHA regulations.
Basic Qualifications:- Bachelor's degree from an accredited four-year college or university, equivalent work, or industry experience.
- 4+ years' program/project management experience related to energy program management, implementation, or administrative oversight.
- Commitment to fostering a collaborative work environment within the team and the broader organization.
- Ability to work independently and within a team environment.
- Sound business ethics, including the protection of proprietary and confidential information.
- Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
- Ability to work with all levels of internal staff, as well as outside clients and vendors.
- Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
- Strong written and oral communication skills and experience with client engagement and coordination.
- Strong quantitative and analytic capabilities including report writing and spreadsheet analysis.
- Must be a self-starter, organized and have an ability to manage competing priorities with tight deadlines.
- Ability to identify and resolve program participation issues with customers and trade ally contractors.
- Tangible and documented operational management experience.
- Proficient in Microsoft Office software -- Excel, Word, PowerPoint, Outlook, and SharePoint.
- Experience in the use of typical productivity software tools.
Desired/Preferred Qualifications:- Knowledge of Microsoft Dynamics and/or Power BI.
- Professional experience working with a wide variety of stakeholders, such as state, local and state governments, for-profit and non-profit organizations, utilities, and others.
- CEM, BPI, MBA, PMP, or similar certification.
