General DescriptionUnder the guidance of the Director of Environmental Services, the Environmental Operations Manager will be responsible for leading a diverse group of technical personnel performing a variety of Environmental Operations Activities related to Waste Management (WM), Spill Cleanup, and Environmental Sampling, Analysis and Monitoring (ESAM) directly supporting the NASA Environmental Assurance Branch (EAB) and the NASA KSC contractor community. This position requires strong organizational and management skills with the ability to facilitate and coordinate a variety of resources to ensure contractual work requirements are completed accurately and efficiently.
How You Will Fulfill Your Mission- Provide daily oversight, management and supervision of technical staff who perform and execute the following environmental operations:
- Waste management practices including the evaluation, pick-up, transportation and storage of hazardous waste, universal wastes, PCBs, asbestos, biomedical, DEA controlled substances, etc., including operating a permitted Treatment, Storage and Disposal Facility (TSDF) for hazardous/controlled wastes.
- Sampling activities in support of the waste characterization process which helps determine the transportation and disposal requirements for waste generated by tenant organizations and construction contractors at KSC. Typical waste characterization samples collected are drummed waste (both liquids and solids), sandblast media, oil from electrical equipment, paint sampling from construction waste debris, and wastewater samples.
- Emergency response and post-emergency response cleanup activities from releases of hazardous substances (OSHA HAZWOPER) including regulatory notification when appropriate and confirmation sampling to ensure proper cleanup has been performed.
- Sampling activities and reporting requirements associated with environmental permits including but not limited to, solid waste, industrial wastewater, stormwater, and potable water.
- Overall responsible for work assignments issued to and executed by technical personnel which includes re-occurring and non-reoccurring operations, and special projects including responsibility that assigned personnel are adequately qualified to perform assigned work to suit changing contractual, program, or regulatory requirements.
- Overall responsibility for contract requirements and statements of work (SOWs) developed as necessary by technical staff to conduct specialized environmental studies, contamination investigations, reports, and initiatives related to waste recycling/treatment/disposal, and innovative and alternative environmental technologies proposed as part of the environmental operations support.
- Overall responsibility for major business initiatives, including development or review of project plans, schedules, and costs including the preparation of annual financial budgets and provides monthly reporting on staffing, structure, tasking, training, equipment, supplies, and other resource requirements and provide explanations and context related to variances in monthly financial reports, performance metrics and workload indicators (WLIs).
- Overall responsibility for leading a technical team during regulatory inspections and NASA Agency Environmental & Energy Functional Reviews (EEFRs) with the ability to address and close any findings associated with these inspections.
- Overall responsibility for the preparation and review of procedures and internal operating instructions, including job safety analyses, in order to establish guidelines for meeting general environmental compliance objectives as it relates to programmatic activities and contractual requirements.
- Participates in or assigns the appropriate technical staff to participate in partnering teams consisting of NASA KSC environmental personnel, members of the KSC contractor community, and the Florida Department of Environmental Protection (FDEP).
- Performs a range of administrative duties required to fulfill program or contractual requirements including record keeping, inventory and supply requisitioning, database entry, vehicle upkeep and ensures the proper maintenance, calibration, and operation of equipment, including instrumentation, and other similar resources required for fulfillment of program requirements.
- Reviews/approves weekly time sheets to ensure time charging is accurate and consistent with work performed, reviews/approves Personal Time Off (PTO) requests in accordance with company policy, reviews/approves overtime operations per the established Collective Bargaining Agreement (CBA) requirements represented employees and conducts counseling and/or disciplinary actions as required, in accordance with company policies.
- Complies with all Company health and safety policies and site-specific health and safety procedures. Participates in and supports the NEMCON safety program. Ensures safe operating conditions within area of responsibility. Identifies potential hazards, concerns, and safety incidents and reports to supervisory personnel.
- Assist the Environmental Services Director with identifying and supporting programmatic needs and responsibilities through temporary or permanent assignments and provide seamless delegation of authority when needed.

Specific Knowledge/Certification RequirementsMinimum Qualifications- Bachelor's degree in Environmental Engineering, Environmental Science, Geology, Environmental Management, Physical Science, or a related science field with at least 12-15 years of relevant work experience related to Waste Management Operations, Spill Cleanup and/or Environmental Sampling with a minimum of 8-10 years of direct management experience, preferably at a federal facility and/or within the aerospace industry.
- General knowledge of Federal, State, and local regulations/rules related to the sampling, evaluation, pick-up, transportation (DOT) and management of hazardous waste, universal wastes, PCBs, asbestos, biomedical, DEA controlled substances, etc., including operational requirements for a permitted Treatment, Storage and Disposal Facility (TSDF) for hazardous/controlled wastes.
Preferred Qualifications- Florida Professional Geologist (PG) is preferred but not required.
- Certified Hazardous Materials Manager (CHMM) through the Institute of Hazardous Materials Management (IHMM).
- Experience managing represented labor with an established Collective Bargaining Agreement (CBA).

- Work Environment: Work is generally performed in an office environment, with routine field work performed outdoors (in various weather conditions) and in the following settings: construction and demolitions sites, industrial facilities, research facilities, and laboratory facilities. Schedule is typically a 40-hour work week, Monday - Friday. May infrequently be required to work extended work schedule as necessary to fulfill job functions. Required to use appropriate personal protective equipment to prevent exposure to hazardous conditions.
- Travel: A low amount of travel away from the office may be required.
