SummaryUnder the general supervision of the Road Superintendent, the Rural Recycling Manager manages all tasks related to collecting, compaction, and disposal of recyclable materials and facilitates the general administration and management of rural recycling programs. This is a "safety-sensitive position " that requires random drug and alcohol testing under the auspices of the federal Omnibus Transportation Employee Testing Act (OTETA) of 1991.
Essential Duties and Responsibilities Toperform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:
- Manage every aspect of rural recycling programs.
- Provide written and oral reports to supervisor when requested.
- Oversee community involvement with recycling, including addressing public forums, coordinating special events, and applying for grant funding to enhance the recycling program.
- Ensure that rural recycling trucks are available at the Rural Recycling Center.
- Supervise collection at the Rural Recycling Center and assist as necessary.
- Supervise the transport of recyclables from rural collection sites to the Material Recycling Facility (MRF).
- Coordinate with the Shop Manager to ensure all equipment is maintained and repaired when necessary.
- Provide direction to the public regarding general disposal procedures of recyclable material.
- Maintain daily logs of collections.
- Manage chipping/mulching operations.
- Other duties as assigned.
- Attendance is an essential function of the job.

Mandatory QualificationsEDUCATION and/or EXPERIENCEHigh School diploma or GED equivalent required. Must have a valid Texas driver's license and provide a three (3) year driving history to operate county vehicles.
CERTIFICATES, LICENSES, REGISTRATIONSMust possess and maintain a Commercial Driver's License (CDL) with tank vehicle and air brake endorsement.
OTHER SKILLS AND ABILITIESMust be able to perform strenuous work in the outdoors under all weather conditions and be able to establish and maintain an effective and cooperative working relationship with other employees.
Desired Minimum QualificationsLANGUAGE SKILLSAbility to read and comprehend simple instructions, short correspondence, and memos. Ability to write correspondence and e-mail. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLSAbility to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and utilize Microsoft Excel for tracking collections and understandably presenting information.
REASONING ABILITYAbility to apply common sense understanding to carry out detailed written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
