Job DescriptionJob Title: Environmental Scientist IIJob DescriptionThe Division of Oil, Gas, and Mining is looking for the right person who enjoys setting their own duties and priorities while providing oversight and permitting for the Recycle Facilities in the Oil and Gas Program. They may also assist with submitted requests, including Applications for Permit to Drill (APD), applications for injection wells, MITs, exploration and production (E&P) recycle facilities, pre-siting of oil and gas wells, and recycling facilities. Responsibilities - Review and permit long and short-term recycling facilities.
- Conduct inspections to determine compliance with Division of Oil, Gas, & Mining regulations (649-9).
- Perform pre-site inspections for recycling facilities and well sites (649-9), (649-3-18).
- Assist in other permitting activities: APD review.
- Review Form 9 Sundry Notices, review facility applications, and request for bond release.
- Respond and work with other regulatory agencies, and oil and gas operators.
- Prepare reports and document observations using databases, photographs, and GIS applications.
- Assist with incident and spill reporting. Work with inspection staff, to close out incidents and spills.
- Address non-compliance items including documentation, tracking, and resolution.
- Represent the Division at community meetings and other agency meetings.
- Assist with rule writing, standards of operation, and guidance document finalization.
Qualifications REQUIRED:
- Knowledge of basic geology and ecology of Utah's oil and gas production areas
- Proficient with common computer programs such as Microsoft Office products (Office Word, Excel, PowerPoint), Adobe, ESRI, other mapping applications, specialized geologic/hydrologic software, internet browsers, etc.
- The ability to deal with people professionally
- Strong written and verbal communication skills
- Skills in assessing workload and planning day-to-day schedule
- Ability to speak clearly and effectively
- Ability to listen to understand the information presented verbally
- Ability to communicate through written correspondence
- Ability to establish good working relationships with operators, the general public, and other government agencies
- Ability to read, interpret, and apply laws, rules, regulations, policies, and /or procedures
PREFERRED:
- Oil and gas industry experience in drilling, production, transportation, or waste management.
- Prior experience complying with or implementing environmental regulations.
- A bachelor's or higher degree in one of the following: environmental sciences: environmental health sciences, biological sciences, physical sciences, petroleum, geology, or civil engineering; or an equivalent combination of relevant education and paid professional employment directly related to the job requirements listed above.
- Knowledge of oil and gas exploration and production equipment and operations
- Knowledge of oil and gas E&P recycle stream management
- Knowledge of water and soil sampling procedures and types of analytical methods
- Skill in conducting field investigations and gathering field data
Supplemental Information Working Conditions:
- Significant daily and some overnight travel is required
- Schedule may change based on industry activity
- Specialized safety precautions or equipment may be used as a part of daily work assignments
- Work requires physical exertion. May require the ability to stand; walk over rough surfaces; bend, crouch, stoop, stretch, reach, and lift moderately heavy items (up to 50 lbs.) in a recurring manner and/or for long periods of time
- Typical Work Schedule: 8:00 am - 5:00 pm, Monday - Friday
