Opportunity SummaryAs an EH&S Manager, you will coordinate and implement daily environmental programs to ensure compliance with federal, state, and local regulations, focusing on CEMS reporting and storm water runoff management. You will also develop and oversee spill prevention procedures, conduct safety training, and perform site safety inspections to maintain a safe working environment in compliance with OSHA regulations. Additionally, you will support the facility owner in interfacing with local environmental regulators, preparing compliance reports, and managing various components of the Environmental Management System (EMS).
Primary DutiesYour scope of responsibility as Environmental Health and Safety (EH&S) Manager will include the following primary functions:Environmental- Coordinate and oversee daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site permit regulatory requirements.
- Ensure compliance with Title V permit requirements enforceable by California and the U.S. EPA.
- Compile monthly, quarterly, semi-annual, and annual reports required under Title V permits.
- Monitor and maintain records of CEMS data to ensure compliance with reporting requirements.
- Interpret CEMS data to identify compliance trends and potential issues.
- Develop environmental plans to meet facility-specific regulatory and operational requirements.
- Administer updates to environmental plans to ensure ongoing compliance with regulations.
- Track and verify completion of all obligations embedded within environmental plans.
- Manage environmental plans, including the Laboratory QA/QC Manual, Chemical Hygiene Plan, and CEMS QA/QC Manual and Monitoring Plan.
- Water Management Plan, and Stormwater Pollution Prevention Plan.
- Coordinate inspections with local environmental regulators to ensure compliance readiness.
- Respond to inquiries and information requests from environmental regulators.
- Support permit modification and renewal processes by developing strategies and participating in negotiations.
- Prepare and submit routine compliance reports and other regulatory communications.
- Maintain the Environmental Management System (EMS) by organizing the EHS filing system.
- Track and report compliance and performance metrics using the corporate online tracking system.
Oversee the implementation of the Spill Prevention, Control, and Countermeasures Plan (SPCC), Waste Management Plan, and related procedures to address the following:- Operating procedures to prevent spills of substances such as oil and chemicals onto the ground.
- Control measures to prevent spills from reaching navigable waters.
- Countermeasures to contain, clean up, and mitigate the effects of an oil spill.

In this position, you will have a direct role in ensuring that all work is performed in a safe manner and in continuing compliance with established procedures and OSHA regulations. This includes, but is not limited to, the following functions:
- Facilitate and administer employee and contractor safety programs.
- Provide safety training topics to employees during daily meetings, conduct regular site safety meetings, and lead safety training sessions for site contractors and visitors.
- Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and hold one-on-one sessions with workers to discuss safety issues.
- Maintain Safety Data Sheets (SDSs).
- Maintain safety files and document compliance with various plant and OSHA requirements.
- Respond to incidents, including but not limited to injuries, accidents, and near misses. Write detailed reports explaining what occurred, identify root causes, recommend corrective actions, and follow up to ensure corrective measures are implemented.
Working RelationshipsThe EH&S Manager reports to the Plant Manager and maintains a close working relationship with NAES corporate Environmental Support Services and their NAES Corporate Safety contact, as well as Client corporate contacts.
Physical Requirements and Working ConditionsPower plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, respirators, hearing protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.
Fitness for DutyAll employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work ScheduleRegular workdays are from Monday to Friday, within standard dayshift hours. However, the position may necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts may also be necessary as part of the role.
CompensationInitial starting compensation will range from $155,000 to $165,000 and will include an annual performance bonus.
Job Qualifications- Bachelor's degree in environmental science or a similar field from an accredited college or university recognized by the United States Department of Education or an equivalent institution. Relevant work experience may substitute education on a year-for-year basis.
- Advanced level of experience in environmental compliance and safety at an operating facility is desired. This experience will preferably be from a power plant or power-related industry to understand plant operations, seeking opportunities to reduce environmental and safety risks and costs.
- General knowledge of power plant operations desired, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
- General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management, with at least one specialized area of knowledge at the regulatory requirement level.
- Demonstrated experience in coordinating, implementing, and ensuring compliance with Title V permit requirements issued by regulatory agencies such as the California Air Resources Board (CARB), the California Environmental Protection Agency (CalEPA), and the U.S. EPA.
- General knowledge of applicable safety statutes and regulations, along with familiarity with the principles associated with maintaining a strong safety program.
- Working knowledge of OSHA, ANSI, DOT, NFPA, and NEC regulations is desired.
- Certification as Level 5 HAZWOPER desired.
- Experience using continuous emissions monitoring (CEMS) software desired.
- Experience with NERC standards and compliance is a plus.
- Excellent writing and analytical skills and an ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
- Strong oral and written communication skills are essential to delivering training material in a manner easily understood.
- Excellent interpersonal skills and a record of building consensus among internal and external parties.
- Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly.
- Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
