MINIMUM QUALIFICATIONSBachelor's degree from an accredited college or university in Environmental Health or other closely related field, plus six (6) years of experience working in public or environmental health, of which two (2) years must have been supervisory.
Must be licensed as an Environmental Health Scientist in the State of Utah, or must be eligible for license reciprocity as determined by the Utah Division of Occupational and Professional Licensing.
A valid Driver's License accepted by the State of Utah is required at the time of hire. A valid Driver's License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria, and Acellular Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.
Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.
ESSENTIAL FUNCTIONS- Manages Bureau programs, activities, and responsibilities; plans and establishes program goals; and implements policies, procedures, and Division operating standards.
- Initiates Bureau budget proposals and allocates County and other resources assigned to the Bureau.
- Supervises staff, which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisal, and discipline.
- Oversees enforcement activities related to Bureau programs; conducts field inspections, initiates investigations, and initiates corrective action through administrative and legal means. Monitors, maintains, and updates Bureau documents.
- Investigates and conducts studies, research, methods, and techniques that prevent pollution or adverse risk. Develops and implements strategies to improve programs.
- Acts as Bureau spokesperson to the news media as assigned by the Division Director.
- Reviews and approves documents, plans, specifications, and license applications from various agencies, municipalities, businesses, and the public.
- Maintains accurate records and data collection.
- Coordinates with Emergency Planning on the preparation for, and the response to emergencies.
- Represents and acts as the Director of Environmental Health or the Executive Director at his or her request or in his or her absence as assigned.
- Represents the Department, Division, and Bureau on committees, boards, and in meetings. Conducts liaison activities with other agencies and groups, and consults with and gives assistance to Federal, State, and local officials, community councils, and others.
- Complies with all Department standards and protocols to assure safety and good work practices for staff and clients.

Additional InformationADDITIONAL INFORMATION:This position leads and manages and the Air Quality Bureau in the Environmental Health Division. Job duties include oversight of the vehicle emissions program, air quality control and complaint investigations, climate resiliency and health planning, community outreach and some collaborative air pollution research and reporting. This position leads a team of eleven professionals, manages a $2.8 million budget with grant and fee funded revenue. Develops and maintains partnerships with local, state and federal government agencies, organizations, businesses and other community representatives. Supports and participates in Environmental Health Division, Salt Lake County Heath Department and Salt Lake County initiatives.
Work schedule is usually Monday through Friday, 8:00 AM to 5:00 PM, with the possible of hybrid work. May need to occassionaly work after hours and weekend.
