Description of JobWork UnitThe Infrastructure Unit exists within the Water Quality Control Division, Community Development and Partnership Section to assist eligible entities with access to various state and federal funding programs to improve the quality of water for the benefit of public health and the environment of Colorado. Activities include: stakeholder involvement, project coordination, data management, regulatory compliance, contractor oversight, team interactions, guidance development, program tracking and reporting.
Job DescriptionThis term-limited position will coordinate projects and oversee contractor work in implementing lead testing in drinking water under the EPA Water Infrastructure Improvements for the Nation (WIIN) Act Lead Testing Grant Program. Additionally, this position will assist with ongoing project management under the Test & Fix Water for Kids Program (funded by Colorado HB22-1358) and other duties as assigned based on the unit workload.
Duties include but are not limited to:
- Adapting and applying the technical, environmental, financial, and programmatic guidelines of funding programs to specific project circumstances using best professional judgement.
- Explaining the programs and the public health importance of the programs to external program participants.
- Ensuring that the contractor is performing contracted work in a timely and efficient manner.
- Reviewing incomplete project submittals with limited or insufficient data and determining the required project procedures to maintain compliance with state or federal funding programs.
- Overseeing a large number of lead testing projects with competing priorities.
- Acting as a liaison between the school or child care being tested, the contractor, community interests, the department, and other state and federal regulatory groups.
- Maintaining a systematic and data-driven approach in managing multiple databases and business processes.
- Understanding when coordination and guidance is needed from the Unit Manager to effectively achieve program objectives.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications:Option One:
Six (6) years of relevant experience in environmental or public health regulations, compliance assistance, public health administration, environmental or public health policy, management or protection, or an occupational field related to the work assigned to the position.
Option Two:
A Bachelor's degree from an accredited institution in a field of study in environmental policy or management, biology, physical or health science, environmental health or science, public administration or public health.
AND
Two (2) years of experience in environmental or public health regulations, compliance assistance, public health administration, environmental or public health policy, management or protection, or an occupational field related to the work assigned to the position.
Option Three:
A Masters degree from an accredited institution in a field of study in environmental policy or management, biology, physical or health science, environmental health or science, sustainability, public health administration or public health or an occupational field related to the work assigned to the position.

Preferred Qualifications and Essential Competencies:The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
- Previous contractor management to achieve a public health or environmental regulatory objective.
- Relevant years of State service shall be considered.
- Experience in administration of state or federal funding programs.
- Experience in contract administration.
- Demonstrated work experience with the State of Colorado procurement/contract requirements.
- Experience providing programmatic/procedural oversight to ensure compliance with statute, regulation, or rule.
- Proven analytical skills that demonstrated a process improvement.
- Knowledge and experience working with Google Suite.
- Critical thinking ability with demonstrated talent for analyzing and assessing all sides of a question or an issue in order to make a more informed decision.
- Ability to create technical written material, including instructions, reports, charts, graphs, or tables.
- Exceptional planning, organization, and time management skills.
- Strong customer service and interpersonal skills.

The salary budgeted for this position is $6,217 -$7,460 per month.
