Position SummaryThe City of McMinnville is in search of a new Aquatic Center Manager. This position plans, develops, supervises, manages, and administers all aspects of the Aquatic Center including facility maintenance and planning, mechanical/pool operations, policy and procedure development and implementation, budget development and financial oversight, daily business operations, procurement and project management, marketing/advertising, aquatic programming, staffing, and is a part of the Parks and Recreation leadership team.
The City Council has identified building a new recreation center to replace the existing pool and community center as a goal. The City has made significant progress on this over the last 5 years. The timeline for the project is not yet set, however we do anticipate design and construction to take 4 or more years once a general obligation bond is approved by voters.

Essential Job FunctionsESSENTIAL JOB FUNCTIONS:Program Administration- Plan, develop, implement, analyze, adjust, and manage all programs, classes, third party usage and rentals.
- Oversee online registration and payment system.
- Develop and manage aquatic life safety program.
- Interact with the public, staff and users addressing concerns, complaints, and behavioral issues.
Financial Management- Budget development, analysis, and management.
- Complete daily revenue deposits, and invoice payments.
- Manage business office operations.
- Negotiate contract fees.
- Forecast and manages user fees and cost recovery.
Facility Management- Oversee the maintenance and repair of all building systems including physical structure, plumbing and electrical.
- Directly operate and troubleshoot building and pool systems.
- Oversee third party contracts.
Pool Operator- Directly operate, maintain, and oversee pool circulation and chemical treatment systems.
- Balance water, clean hair strainers, backwash filters, add pool chemicals, and other general maintenance.
Supervision- Manages, coordinates, and supervises the work of direct reports.
- Interviews and recommends hiring, disciplinary, and termination actions.
- Establishes department goals, priorities, and metrics in alignment with the city's goals and objectives.
- Establishes individual performance expectations and objectives for direct reports.

QualificationsREQUIRED QUALIFICATIONS:Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be a bachelor's degree in a related field and at least three (3) years of related experience. This position also requires:
Knowledge of:
- Recreation programs for parks and recreation, aquatic services, fitness programs, and non-sport programs.
- Outreach and marketing to users and non-users.
- Principles and practices of program management and evaluation.
- Industry standards, and the rules and regulations affecting aquatic and recreation programs.
- OSHA and other safety standards for Aquatic facilities, including custodial and mechanical operations, pool chemistry including hazardous materials, and water filtration systems.
- Competence in all areas of water chemistry as it pertains to pools, their sanitation, water, water clarity maintenance, physical preservation of the facility, and assurance of bather comfort - to include automation technology.
- Proficiency in all techniques and systems for the assurance of patron and employee safety, including mechanical equipment handling, chemical handling, life-guarding principles, and emergency actions required for the health and well-being of swimmers and other patrols.
- Government budgeting, cost recovery and financial management.

Supplemental InformationWORKING CONDITIONS:The position requires some (40-60%) ability to use dexterity and fine motor skills. Frequent (51-80% of the time) use of office equipment. The position requires some (20-40%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work require continual speed, agility, hand eye coordination and equipment operation. The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.
SUPERVISORY RESPONSIBILITIES:Responsible for the direct supervision of approximately 4 FTE employees and indirectly oversees 35-40 part- time Aquatic Center employees.
SUPERVISION RECEIVED:Works under the general direction of Parks and Recreation Director.
