ABOUT THIS POSITION The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.7 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
The Water Services Department is seeking an Environmental Programs Manager. The Environmental Programs Manager oversees and coordinates activities within the Compliance and Monitoring Section of the Environmental & Safety Division in the Water Services Department. This role serves as a liaison between the City and various federal, state, and local public health and environmental agencies.
The responsibilities of this position:
- Interprets drinking water, wastewater, air quality, and hazardous waste regulations, assessing their impact on City operations.
- Analyzes water and wastewater results.
- Supervises professional, technical, and field staff responsible for inspections, compliance sampling, and regulatory reporting and permitting.
- Provides complex technical assistance to the Department and other city administrators regarding environmental laws, regulations, policies, and concerns.
IDEAL CANDIDATE - Competence in preparing and presenting reports that clarify complex issues and regulations.
- Knowledge of environmental field monitoring protocols, methods, equipment and ISO 17025.
- Ability to assemble a team that provides exceptional internal and external customer service.
- Ability to analyze problems and apply critical thinking.
- Strong verbal and written communication skills.
SALARY Pay Range: $93,121 - $137,592 annually
Hiring Range: $93,121 - $118,872 annually

MINIMUM QUALIFICATIONS - Three years of professional level experience in the field of water, air or environmental quality.
- Bachelor's degree in environmental science, environmental engineering, environmental planning, civil engineering, or a related field such as biology, geology, hydrology, chemistry, or natural resources.
- Some positions may require up to two years of experience in one area of environmental programs such as LUST remediation projects.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

- These positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
- Possession of Grade 1-4 Operator, Resource Conservation and Recovery Act (RCRA) and/or Dust Control certifications.
- Experience in/with the following:
- Interacting with regulatory agencies, ensuring environmental regulatory compliance and reporting, and obtaining and managing environmental regulatory permits.
- Complying with the Safe Drinking Water Act, Clean Water Act, and hazardous waste and air quality regulations.
- Using a Laboratory Information Management System (LIMS) and compliance reporting databases.
- The field of drinking water, ground or surface water, air quality, or hazardous waste.
- Supervising in the public health or environmental field.
