OverviewColliers Engineering & Design is hiring a Technical Manager to join its Environmental Services team in Phoenix, Arizona. The successful candidate will direct and manage the technical work effort of assigned staff and coordinate the technical direction provided by project manager regarding scope, schedule, quality and budget of diverse and complex projects.

Responsibilities- Serve as a technical liaison between the project manager and staff, overseeing the completion of technical components on assigned projects.
- Oversight and/or preparation of biological, cultural, and other natural resource surveys, description, and/or impact assessments.
- Offer technical guidance to team members, troubleshoot issues, and collaborate across departments to drive innovation and process improvements.
- Maintain and utilize working knowledge of accepted engineering design, scientific principles, regulatory programs, and field standards and practices in the execution of design work as directed by your supervisor and which conforms to company standards.
- Experience with Clean Water Act Section 404, including preliminary and approved jurisdictional determinations, nationwide and individual permits.
- Understanding of land planning and development concepts, property due diligence requirements, and feasibility report considerations.
- Understanding of permitting for the development of private, state, and federal land.
- Experience in planning, preparing, and managing field data collection efforts.
- Collect, analyze, and prepare GIS data into informative map product deliverables via PDFs and ArcGIS Online web maps.
- Gather, compile, migrate, and convert data sets for project needs from various internal and external sources (e.g., conversion between CADD and GIS).
- Assist with the project manager's efforts to prepare for and/or attend client/agency meetings with or for PMs to present information pertinent to the project. Develop innovative, comprehensive multimedia support materials for client and/or agency meetings.
- Develop necessary competencies for successful execution of work duties, including but not limited to: technical writing, public presentation skills, interpersonal communication, knowledge of the political process and its impact on our work, use of various software to increase efficiency and proficiency, analytical techniques, proper techniques for field work and supervisory skills.
- Ensure compliance with, and provide guidance pertaining to complicated, discipline-specific (area of expertise) QA/QC (Quality Assurance/Quality Control) policies and procedures.
- Manage and review project schedules, budgets, and QC/QA plans.
Qualifications- Bachelor's Degree in Environmental Science, Environmental Planning, or related field preferred.
- 8+ years in environmental or related field.
- 5+ years using Esri ArcGIS products.
- Valid driver's license preferred.
- OSHA 10 Hour.
- Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
- Proficient in Esri ArcGIS Pro and ArcGIS Online.
- Demonstrate general computer skills, knowledge, and acumen (i.e., Microsoft Office Suite).
- Excel in the ability to learn, apply, and teach others technical skills and knowledge.
- Demonstrate advanced investigative, analytical, and research skills.
- Demonstrate the level of knowledge required to serve as a technical resource for advanced engineering principles and design skills within an area of specialty.
