GENERAL SUMMARYWork as Owner Representative to oversee all aspects solar plant construction including interconnect, site work, owner purchased material, safety, startup and commissioning, and project close out. This position is responsible for the overall QA/QC management of the team to ensure compliance with quality, scheduling, and safety goals. Employees in this role coordinate and administer construction work performed by contractors and/or vendors at the project site as assigned by the Building Director.
This position ensures the confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.

- Develops, implements, and maintains the project safety program for a safe work environment. Creates and influences safety culture as a mentor and model.
- Conducts job site tours and safety inspections and leads by example to ensure that policies, procedures, environmental programs and safety standards are followed.
- Conducts site and safety inspections, attends progress meetings, leads by example, reviews incidents, near misses, HSE reports, and statistics, and effects change to ensure that project safety standards, legislation, and environmental programs are followed.
- Liaises with clients to ensure that projects are constructed as per quality and safety standards, and contract
- Pursues grant funding on behalf of the Tribe.
- Writing and administration of grants to ensure compliance and all reporting requirements are met
- Oversees the development and implementation of quality management plan and quality culture with stakeholder buy-in.
- Develops or oversees the Project Execution Plan (PEP) with the contractors.
- Coordinates, monitors, and manages design deliverable schedule to facilitate and/or assist with permits, procurement, shop drawings, off-site production, construction and commissioning in conjunction with the review and signoff by the Building Director.
- Conducts review of design and seeks resolution from the design team with respect to compliance, scope creep, cost optimization, code requirements, procurement, safety in design, construction sequencing, and constructability.
- Oversees and monitors project performance status reports for schedule, costs, equipment, manpower, materials, safety and environment, cost forecast, and quality control.
- Oversees, reviews, or performs weekly or monthly detailed project cost review: Labor Cost Reports (LCR), Project Cost and Forecast (PCF) reports.
- Identifies risk areas and develops mitigation plans and manages risk of design quality, design schedule, and design compliance to contract obligations.
- Oversees and verifies progress preparation payments to clients and trade contractors, and monitors progress.
- Understands and actively manages client expectations, client project-specific success criteria (CPSSC), contract, and relationships.

MINIMUM QUALIFICATIONSEducation and Experience- Associate or bachelor's degree in a related discipline: construction management, engineering, architecture preferred, or equivalent experience and PVIS certification.
- 5+ years' experience in solar utility scale projects
- Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance provider.
- Successfully pass a pre-employment drug screen and criminal background check.
PREFERRED QUALIFICATIONS- 12 months of estimating or related experience preferred.
- Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.
- Experience working with Federally Recognized Tribes.
