About the Role:The City of San Diego's Finance Program Manager for the Department will lead the charge in financial operations under the inspiring leadership of the Mayor and Department Director. Be the driving force behind a groundbreaking initiative to establish a sustainable funding model for essential services. This pivotal role requires your expertise in strategic financial oversight, revenue management, and operational leadership to ensure fiscal responsibility while delivering high-quality, cost-effective services to our community. Represent the department at high-level meetings, make impactful presentations to City Council, and collaborate with diverse stakeholders. Minimum Requirements:Any combination of education and experience that meets the following qualifications:
- A Bachelor's Degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, or a related field
- Five (5) years of progressively responsible experience in financial management, budgeting, or program administration in the public and/or private sector
Desired Qualifications:- Five (5) years of management experience demonstrating the ability to lead and manage major operations.
- Five (5) years of budget development and management experience, with knowledge of strategic planning processes and goal-setting practices.
- Commitment to public service, fiscal responsibility, and innovation in government, with a keen interest in municipal activities and their community impact.
- Excellent problem-solving, negotiating, and analytical skills, with the ability to proactively identify and support creative business solutions.
- Proven ability to balance competing interests and priorities in a regulatory, political, and deadline-driven environment while working in a fast-paced, dynamic setting, handling multiple projects simultaneously and collaborating with a large and diverse workforce.
- Strong writing, communication, and interpersonal skills, with the ability to interact successfully with a wide variety of stakeholders.
- Focus on enhanced customer service and satisfaction, with experience in delivering superior customer service.
- Strong business and political acumen, working effectively with customers, elected officials, external businesses, and governmental agencies.
- Commitment to managing diversity in the workplace, encouraging high-performing teams, and knowledge of administrative policies and procedures.
- Strong analytical and problem-solving skills to manage complex financial data, develop cost models, and ensure compliance with regulatory and program requirements.
