Description and FunctionsOpen Until FilledGENERAL DESCRIPTION: The Office of State Lands and Investments, Wyoming State Forestry Division (WSFD), is seeking a Partnership Project Forester in Buffalo, Wyoming to implement forest management projects on lands in Northcentral Wyoming in cooperation with the Bighorn National Forest and BLM. The Partnership Forester plays a key role in advancing the Wyoming State Forestry Division's core programs on state, private, and federal lands. Under the guidance of the District Forester, this position will be responsible for forest management project planning, preparation, and administration. The Partnership Forester will work directly with USFS, BLM, and other partners to identify projects and make recommendations about feasibility and implementation.

- Plans forest product sales based on harvestable timber, operability, access, and other natural resource considerations.
- Prepares and writes detailed project plans.
- Assists Federal personnel in identifying priority treatment areas
- Conducts environmental analyses and provides written recommendations.
- Provides assistance in establishing long-term forest management goals and objectives related to forest management activities.
- Prepares forest product sales, including property boundary determination, harvest unit layout, road design and layout, marking, cruising, volume determination, appraisal, and advertising.
- Prepares forest product sales and timber stand improvement project contracts and maps.
- Ensures agency policies and procedures are followed throughout the presale process.
- Administers forest product sale contracts to ensure compliance with contractual obligations and project goals.
- Monitors the progression of harvesting operations and ensures best management practices are being followed.
- Maintains the record of volume removed, payments, and account status.
- Makes recommendations regarding contract modifications or extensions for harvesting operations.
- Implements forest management projects such as timber stand improvement from project planning through preparation and contract administration.
- Coordinates with local, state, and federal partners in advancing forest management in the area.
- Prepares silvicultural prescriptions & NEPA related forestry/Timber Specialist reports.
- Provides leadership and mentoring.
- Provides technical assistance.
QualificationsPREFERENCES/**AGENCY REQUIREMENTS: Preference may be given to candidates with a Bachelor's Degree in Forestry.
Preference may be given to candidates with at least 3 years of progressive work experience in forestry.
**Must have a valid driver's license.
KNOWLEDGE: - Knowledge of forestry principles and practices, forest ecology, fire behavior and ecology, silvicultural treatments and methodology, timber management, harvesting systems, forest products industry, surveying, and timber cruising techniques.
- Knowledge and experience using computers and software commonly used in professional land management, including but not limited to Microsoft Word, Excel, and PowerPoint.
- Knowledge of ArcGIS and GPS devices and the ability to collect, display, and manage spatial data.
- Skills in effective oral and written communication and the ability to use various techniques to tailor the transmission of information to specific audiences.
- Skills in organizing work in a manner that is clear and easy to follow that command attention, and achieves desired results.
- Ability to assess the organization and its services from the customer's perspective to improve service delivery.
- Ability to recognize adverse customer reactions and develop better alternatives.
- Ability to apply logic and complex layers of rules to analyze and categorize complicated information.
- Ability to see relationships between information in varied forms and from varied sources.
- Ability to weigh each option's pros and cons before making a decision and moving forward; ability to explain the rationale for decisions.
