Salary offers will be made within the posted range. Placement within the range will be determined based on your similar work experience. The Port considers work experience to be similar if the scope and level of responsibility of your prior positions match the job being offered. This is a limited duration grant-funded position with full benefits that runs through December 31, 2027.
As a Clean Ports Environmental Program Manager, you will ensure the timely and successful implementation of the Port's portfolio of projects under the EPA Clean Ports Planning Grant, Powering the Maritime Transition in the Pacific Northwest. In this role, you will oversee the work of industry-leading technical expert project partners and address fuel inventories, vessel electrification, fuel infrastructure and supply strategies, strategy planning, community and industry engagement, and a workforce impact analysis.
- You will provide grant project management and work in collaboration with Port environmental staff, financial teams and lines of business, maritime industry representatives, vessel owners, regulators, community and environmental organizations, and others.
- You will serve as primary project manager for all aspects of the EPA Clean Ports Grant, which includes managing scope, schedule, budget, communications, reporting, and deliverables in compliance with all Port, grant and subrecipient requirements.
- You will effectively manage subrecipient scopes of work in close coordination with Port subject matter experts and a project advisory team.
- You will apply expertise and analysis regarding alternative fuels, electrification, vessel/transportation technologies, regulatory requirements, infrastructure planning, and community and industry engagement.
- You will prepare reports and summaries for internal and external audiences.
- You will communicate, support, and advocate for the Port's interests to state, federal, tribal and local regulatory agencies and stakeholders. You will also partner with External Relations to develop communications for the media and communities affected by applicable Port-related activities.
- You will manage the planning, development, and administration of moderately complex to complex contracts including developing Request for Quotes/Proposals (RFQ/Ps), scope of work, and budgets.
- You will monitor expenses and approve final deliverables. You will also be responsible for identifying future budget and contracting needs, participating, or conducting contract negotiations, reviewing, and approving service directives.
- You will support strategic plan development and implementation and may support other Port decarbonization projects and other duties as assigned.
Who you are:
- Experienced - You have four (4) years of experience in environmental and/or sustainability.
- Desired - We hope you have a bachelor's degree in environmental or physical sciences, Engineering, Economics, Environmental Management, Planning or Policy. We hope you have direct experience managing federal grants and are certified as a Project Management Professional (PMP).

What else you need to know:
- Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
- Work Environment - This work will take place in a hybrid or in-office setting in discussion with the selected candidate and at Management's discretion.
- Limited Duration - This is a three-year limited duration position.
- Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
- Safety Requirements - You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
- Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
