OverviewTRC is seeking a
Senior Program Manager to serve as part of the
California residential electrification program leadership team. The Senior Program Manager will work with the program leadership team to develop initial program designs, advise on and support program contract negotiations, contribute to portfolio business development efforts, and manage statewide program implementation.
This role will also manage and lead our innovative statewide residential electrification program. This program lies within a portfolio of residential programs and will have the support of our cross-functional operations, technical, IT, and management team. This individual will be engaged with the California investor-owned utilities and maintain relationships with key program stakeholders including California utilities. They will be an advocate for load shifting technologies, above-code energy efficiency and electrification measures, and market transformation. They will also be responsible for overseeing program implementation and the analysis and evolution of its design. The individual will be responsible for providing qualified recommendations and delivering the client's deadline on time and in budget.
The ideal candidate will be able to hit the ground running with proficient technical knowledge of program development and delivery strategy, electrification approaches and practices, and client management. They will leverage their strong relevant relationships with industry stakeholders. They will come with experience in managing state or utility rebate or incentive programs, residential energy efficiency or electrification, and dynamic cross-functional teams. The ideal candidate will understand and stay up to date with regulatory committee and utility policies and procedures. They will also have a holistic strategic mindset and experience managing and interpreting the analysis of large quantities of data. The ideal candidate will have a strong understanding of energy programs and be able to anticipate causal relationships between participant engagement and program outcomes. They will enjoy a balanced workload between working with the team and working independently. The ideal candidate will have a personable and approachable demeaner to engage with our client, key stakeholders, and internal team members. They will have strong leadership skills and display a track record of successful program development and implementation. They are passionate about the environment and California's decarbonization objectives and are eager to contribute to paving the way for California's energy landscape into the future.
ResponsibilitiesKey responsibilities include:- Develop initial program designs and budgets and contribute to business development opportunities.
- Lead and manage a diverse, interdisciplinary team of technical, outreach, operations, IT and other support staff in the implementation of a residential electrification program that engages new and existing buildings.
- Provide and direct continuous improvement for business processes, program infrastructure, policies and procedures, training tools, and program documentation.
- Assess program and portfolio performance, trends, and market potential to inform program strategy and design updates in accordance with client goals.
- Oversee forecasting for performance pipeline.
- Develop strong partnerships with market actors, industry affiliates and other stakeholders.
- Collaborate with other peer program managers/directors to further develop energy program franchises.
- Build and maintain strong relationships with clients to ensure that deliverables meet or exceed expectations.
- Establish and monitor progress of program Key Performance Indicators (KPIs) and ensure the team is on track to meet goal during the duration of the program cycle.
- Remove barriers, provide solutions, and optimize the team's success while supporting team member growth and development.
- Update client(s) on program metrics through periodic meetings, reporting, KPI progress updates, and more.
- Review and be accountable for all materials shared with client(s).
- Plan and manage staffing and budget resources.
- Aid in developing and implementing a long-term strategic plan for the California residential electrification program portfolio, identifying opportunities for scaling and expanding programs across diverse markets and regions.
- Monitor and respond to state and federal regulatory changes impacting electrification programs, ensuring program alignment with emerging policies.
- Assist in the development and implementation of program management frameworks to standardize tools, techniques, and processes across the portfolio.
- Coordinate with program implementation leadership on ongoing resource management and planning.
QualificationsMinimum Requirements- Bachelor's degree in engineering, environmental science, project management, business or related fields.
- 6+ years of professional business experience.
- 3+ years of relevant program implementation or large project management experience within the energy sector.
- 3+ years of experience building and leading complex and diverse teams effectively.
- Hands-on management experience in a fast-paced consulting environment with exceptional attention to detail and client service.
- Success in developing and implementing programs, plans and management of budgets and resources.
- Must have valid California Driver's License prior to employment, access to a vehicle, and ability to travel within California service territories.
- Residency in California.
- Eligibility to work in the United States.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
