SUMMARY OF POSITION

LOCATION: City of Pasco, WA (on-site)

SALARY: $95,633-$135,658 annually, depending on qualifications 

JOB TYPE: Regular/Full-Time 

UNION STATUS: None

FLSA STATUS: Exempt

WORK SCHEDULE: Monday – Friday, 8:00 am – 5:00 pm

THE ROLE:  

The City of Pasco is seeking an experienced Environmental Compliance Manager to lead our Environmental Compliance Division within the Public Works Department. This role ensures regulatory compliance for the City of Pasco’s water, wastewater, and stormwater utilities, overseeing key programs like Pretreatment and FOG, as well as managing the city-owned laboratory.

REQUIRED MINIMUM QUALIFICATIONS: (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.):

  • Bachelor's of Science in environmental science, environmental or civil engineering, biology, chemistry, or closely related field or equivalent years of experience.
  • Minimum of 5 years of experience in environmental compliance management, with a focus on water, wastewater, stormwater, or laboratory operations. Experience managing or overseeing laboratory operations and environmental programs is highly desirable.
  • Knowledge and experience with Ecology-delegated pretreatment programs, FOG program management, and stormwater compliance are required.
  • Experience initiating investigations and enforcement actions against non-compliant industrial users and other regulated entities.
  • Experience writing technical reports and communicating effectively both verbally and in writing.
  • Experience in developing and implementing environmental programs in local agencies.   

 

PREFERRED QUALIFICATIONS:

  • Prior experience working with local and state regulatory agencies, including Ecology, is a plus.

  • 10 holidays, plus each employee receives 1 floating holiday each year
  • Washington State Department of Retirement Systems (DRS), which offers a guaranteed monthly benefit once vesting criteria has been met
  • In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan, that offers a pre-tax contribution of 4% from the City

  • HRA VEBA – 1% salary deferral

SAFETY/WORK CONDITIONS: 

Work is primarily performed in an office environment while stationed at a desk, using a computer. Field work may include exposure to the following conditions:

ENVIRONMENT: Work performed outside in variable and a variety of conditions, including weather. 

PHYSICAL: Requires the ability to negotiate the entry and exit of confined spaces to evaluate work performed. 

HAZARDS: Hazardous risks include chemicals, fumes, mechanical and electrical systems
