Position Summary: New York City Public Schools (NYCPS) provides resources and programs to improve building and resource efficiency, addressing environmental issues and social inequities to support lasting change. The collaborative team manages numerous programs across nearly 1,900 schools and 1,500 buildings that foster stakeholder engagement, climate action, and optimize operations to reduce environmental impact.
The Office of Energy & Sustainability (OES) works with school-based stakeholders, central NYCPS Offices, non-profit partners and other City agencies to reduce greenhouse gas emissions, reduce waste and maximize waste diversion, and support the connection of climate and sustainability leadership and action to staff and students. The Office supports a variety of ambitious, City-aligned sustainability and climate goals and Mayoral initiatives.
The Director of Energy Management will be instrumental in supporting critical workstreams to accelerate and amplify agency progress towards ambitious climate and sustainability commitments under Local Law 97 (NYC Climate Mobilization Act). Director will advise the Chief Sustainability & Decarbonization Officer and serve as team leader to deliver impactful decarbonization projects and programs across the entire NYCPS building portfolio. The incumbent will oversee a citywide team that implements building upgrades, performs work to achieve analysis on emission reductions, and identifies new opportunities for decarbonization. The incumbent must possess strong management skills and be able to work collaboratively with the Department of Citywide Administrative Services-Division of Energy Management, contractors, other city agencies, and facility personnel within NYCPS. Reports to: Chief Sustainability & Decarbonization Officer
Direct Reports: Borough Energy Managers (6), Commissioning Engineer, Energy Project Managers, Energy/Emissions Analyst and Energy Contract Analyst.
Key Relationships: Work closely with Chief of Sustainability & Decarbonization Officer and other senior leadership, Division of School Facilities management, technical and Maintenance teams, Custodian Engineers, contractors, school and district leadership, School Construction Authority (SCA), Department of Citywide Administrative Services' (DCAS) Division of Energy Management (DEM), Mayor's Office of Climate & Environmental Justice, City Hall, and other City/State agencies.
RESPONSIBILITIES - Working closely with the Chief, develops and manages pathways and strategies to portfolio-wide decarbonization per LL97 milestones and timelines; tracks and assesses overall progress against quarterly and annual targets using key performance indicators consistent with city-wide energy and greenhouse gas emissions targets as defined by the LL97 Agency Implementation Action Plan and other relevant polices, mandates, and codes.

- Identify and prioritize project sites based on energy and building performance and condition data to apply for funding, measure and monitor progress towards goals; prepare strategic goals and applications; manage implementation.
- Provide direction and support for Energy Management team to comply with Local Laws 87 (retro-commissioning), LL88 (lighting upgrades), other applicable local and other laws, capital planning, and reporting. Collaborate with key stakeholders to develop additional opportunities for decarbonization as well as NYCPS-specific long-term plans.
- Ensure accuracy of project scopes, timelines/deadlines, progress and other reports, and data trackers. Reconcile conflicts or gaps in information; maintain rigorous quality control of reporting and data analyses.
- Manage, support, and develop key personnel to perform high quality work across numerous programs and goals.
- Recommend and direct agency operations and capital plans in alignment with energy and emissions reduction initiatives.
- Provide high-level analysis of energy consumption and emissions data and trends using available sources, e.g. EC3 utility bill database, EPA Portfolio Energy Manager, Building Conditions Assessment Reports, real-time metering and other data platforms, program and funding trackers, and others as needed/available. Prioritize workstreams, funding, and projects based on energy savings, emissions reduction potential, building performance data, and disadvantaged community areas.
- Develop and maintain high-level technical understanding of relevant energy and climate programs, operations, policies, equipment, controls, and standards to optimize workstreams for progress towards goals and continuous improvement.
- Oversee daily operations, metrics tracking, reporting, compliance with relevant energy codes and mandates, and maintain high-level technical understanding of emissions reduction strategies and energy conservation measures.
- Maintain close oversight of complex funding sources, new funding opportunities, information management to meet stringent reporting requirements, and implement continuous improvement methods and measures.
- In coordination with DCAS Division of Energy Management, develop measurement and verification plans consistent with the International Performance, Measurement and Verification Protocol (IPMVP).
- Direct energy conservation research, including pilots and the studies of new technologies, products, and equipment.
- Elevate and reinforce the use of Energy Management systems standards agency- wide and coordinate implementation.
Qualification Requirements:MinimumA master's degree from an accredited college or university in architecture or architectural technology, biology, building science, chemistry, climate and society, climate science, city or urban planning, construction management, earth science, economics, energy management, engineering or engineering technology, environmental law, science, or studies, facilities management, mathematics, physics, public administration, public policy, statistics, sustainability, urban studies, or a related field, or a juris doctorate degree from an accredited law school with a concentration in environmental law, and two (2) years of satisfactory, full-time experience in energy, environmental, or sustainability-related data analysis, program management, strategic planning, or a related field, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or A baccalaureate degree from an accredited college or university and four (4) years of satisfactory, full-time experience as described in "1" above, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least one (1) year of experience in an administrative, managerial, executive, consultative, or supervisory capacity as described in "1" above.
Preferred - Demonstrated experience and success with energy management including energy program development/implementation, building energy systems (lighting, mechanical/HVAC, Building Management/Automation Systems, pneumatic controls, etc.), building and energy codes (preferably NYC), construction standards, technical contract specifications, facilities/operations, greenhouse gas accounting, building commissioning, retro commissioning, lighting and temperature controls systems. High level of proficiency with data management systems and tools for analysis of large and complex energy data sets. Experience with rigorous energy data and emissions calculations with professional-level reporting capabilities and QA/QC.
- Demonstrated experience and success managing a team with multiple timelines, key milestones and reporting requirements, and significant accountability expectations. Experience with large, complex organizations a plus.
- Excellent communication and interpersonal skills - this position requires effective communication of complex information to a wide array of audiences with varying levels of experience to advance high quality decarbonization projects, processes, and outcomes.

- Experience with managing budgets, reports/reporting requirements, projects, and personnel in technical and non-technical roles.
- High degree of professionalism in fast-paced environment with numerous concurrent projects and deadlines with stringent quality control needs. Candidates with CEA, CEM, CBCP, CMVP and/or BOC Level II certifications.
- Familiarity with ASHRAE standards.
- Highly proficient in Microsoft Office Suite.
- Knowledgeable of CRM and analytical tools, proficiency with large data sets, building energy performance and trends, energy modelling software.
- Experience or working knowledge of large, complex public organizations and interest in climate, sustainability, and public education.

Salary : $160,000 - $170,000
