Under the direct supervision of the Deputy Director (CEA), the Environmental Program Manager (I) (Specialist) (County /State Liaison) establishes and sustains communication linkages between DPR and the California Agricultural Commissioners (CAC) on issues critical to the pesticide regulatory program. Advocates DPR's position in the face of divergent ideas or opinions and ensures that overlapping interests with CAC priorities are addressed. Keeps the Executive Office and the Associate and Assistant Directors informed on critical issues (i.e., regulated community concerns, county budget and personnel issues, CAC management styles and proficiency, county operation changes, public health, worker safety and environmental issues, cooperative agreements, and other pesticide-related issues) raised by the CACs, and makes recommendations to resolve them. Researches and prepares papers on policy and regulatory issues identified by CACs for the Associate Director's and Executive Office's consideration.
Keeps abreast of departmental programs, priorities, and issues which may affect operations at the county level. Works directly with DPR branch chiefs and supervisors to keep them informed of CAC activities, priorities, and policies, and works jointly to solve problems. Attends departmental meetings on program, policy, and planning, providing the interface linkage with CAC program priorities.
Represents the Director at California Agricultural Commissioners and Sealers Association conferences and committee meetings, as well as other commissioner area group meetings, to ensure the counties are kept informed of DPR priorities, programs, and policies; and relays CAC concerns to DPR executive management. Prepares reports for distribution to commissioners and DPR managers and supervisors.
Works closely with the Department of Food and Agriculture in administering CAC and sealers licensing examinations. Develop examination criteria, questions, and study review materials, and participates on the oral examination panels. Participates in county government's hiring process of agricultural commissioners.

Working Conditions Travel up to 40% of the time is required, sometimes overnight, alone or with others, locally and out of town for in person attendance of events, meetings, presentations and training utilizing various modes of transportation. Travel may involve working weekends and irregular work hours.
The duties for this position are primarily performed indoors in an office setting in a high-rise office building. This position requires prolonged sitting in an office-setting environment with the use of a telephone and personal computer. This position requires daily use of a copier, telephone, computer, and general office equipment, as needed. This position may require the use of a handcart to transport documents and/or equipment over 20 pounds (i.e., laptop, computer, projector, reference materials, handouts, fliers, etc.).
NOTE: This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.
