Job Summary Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul.
This position exists to design, develop, implement, and manage the Community Solar Garden (CSG) Program in Minnesota. This position will act as the liaison between the Department, Xcel Energy, Solar Developers, and other program stakeholders to manage the program and its related approval processes. The incumbent will need to ensure timely communication, provide technical assistance to applicants, research best practice models and practices, and develop guidance documents and information related to the successful administration of the CSG program.
In addition to coordination of the program and internal communication with leadership and key staff, this position serves as the "face" of the CSG program for the Department in Public Utilities Commission hearings and Legislative Reports.
Qualifications Minimum Qualifications Three (3) years of experience performing analysis, exercising judgment, and relying on knowledge in program development.
A Bachelor's degree in Business Administration, Political Science, Project Management, or related field is equivalent to one (1) year of experience.
An Advanced degree in Business Administration, Political Science, Project Management, or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
- Communication skills sufficient to relate complex program objectives to a wide range of individuals.
- Organization skills sufficient to manage multiple projects, meet deadlines, and coordinate resources effectively.
- Knowledge of public policy principles sufficient to oversee the design, implementation, and evaluation of public policy.
Preferred Qualifications - Project Management Certificate or experience.
- General knowledge of photovoltaic solar and the electric grid.
- Experience building networks with historically marginalized communities, connecting individuals with resources and opportunities.
Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
