Position Summary Coordinates with local utility companies, area agencies/foundations, private businesses, and others on Energy Efficiency and Renewable Energy (EERE) initiatives in the community and for county buildings focusing on electric vehicle (EV) charging infrastructure, LEED stewardship, and policy development. Ensures fulfillment of increasing needs of regulatory obligations and goals; focuses on meeting Pueblo County's sustainability benchmarks and continuity across the spectrum of increased renewable energy technologies, electrification initiatives, water conservation, and public-facing policies.
Please NOTE: This is a grant-funded position with funding for a minimum of one year.
Continued employment beyond the established period of the grant is not guaranteed.
What You Will Do - Implements County policies, programs, and incentives to advance the County's carbon reduction, electric vehicle charging, and equity goals in County operations and among the building sector; develops, implements, updates, and manages departmental-wide strategic plans to meet the vision, values, goals, and priorities of the department; utilizes Computer Aided Design (CAD) and Geographic Information System (GIS) applications.
- Develops educational programs and a marketing outreach initiative for commercial and residential property owners on the benefits of Energy, Efficiency, and Renewable Energy (EERE) improvements.
- Establishes benchmarks for existing EERE capacity within the community, tracks incremental improvements, and generates reports and presentations to show program successes.
- Pursues opportunities to identify, implement, and monitor beneficial electrification efforts through County owned facilities to include renewable energy technologies including identifying grant opportunities.
- Gathers data to ensure compliance with LEED certification requirements for existing certification, or to explore the requirements to earn LEED certification for County owned facilities.
- Independently travels to consult with developers and other parties to provide information on financing and incentives to realize energy cost savings on new businesses and industries located in Pueblo and to new construction, including but not limited to advising clients on the implementation of energy efficiency certifications such as LEED and Energy Star. Explores and pursues additional sources of funding for EERE loans, including state and federal grants.
- Develops standards, information, training materials, and tracking used to support Pueblo County's Recycling Program. Performs Audits and reviews equipment.
- Performs other duties as appropriate or necessary for performance of the job.
- Oversees the launch of new products and processes from an engineering perspective.
- Maintains a knowledge base on the capacity of existing utilities and the current level of utilization.
- Presents departmental reports, agendas, funding applications, and statistical records to the Energy Management Team.
What You Have REQUIRED EDUCATION and EXPERIENCE:- Bachelor's Degree in Building Science, Construction Management, Business, Accounting, Renewable Energy, Environmental Engineering, or related field required.
- Minimum Five (5) years or more experience in energy fields, economic and community development, or planning including industry, policy, consulting, or advocacy work, managing related data and datasets for organizations including energy and water, Leadership in Energy and Environmental Design (LEED), clean energy, or greenhouse gas emissions required.

PREFERRED EDUCATION:- Master's Degree Energy, Economics, Public Policy, Community Development or Planning, or a related field preferred.

SICK LEAVERegular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.
VACATION LEAVE- Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
- After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
- Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.
RETIREMENTAll Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.
