Major Functions The County of Volusia is seeking a Zoning Technician/Development Technician for the Planning & Development Services Division. This position is located in DeLand, Florida, and is responsible for technical work of a specialized nature in the implementation of the County Zoning Code. Primary duties are the processing and examination of zoning applications, the approval of construction plans and building permits, real estate due diligence research, and
other work necessary to ensure compliance with zoning regulations. Other duties include but are not limited to, the preparation of data and materials, writing interpretations of the County's zoning regulations, presentations to the Planning and Land Development Regulation Commission, and other public meetings as assigned. The selected candidate must have strong customer service skills both in person and over the phone, as the work includes shifts in the customer services lobby and shifts answering phone calls to the county zoning information call center.

- Reviews and makes recommendations relative to zoning ordinance compliance on applications for building permits, land development, and other applicable applications.
- Addresses questions in person, by letter, and over the phone relating to Future Land Use Map designations, Comprehensive Plan element policies, zoning classifications, land development, permit requirements and procedures, and map amendment, rezoning, variance, and special exception application processes.
- Reviews zoning and Comprehensive Plan certification on applications submitted pursuant to the Land Development Code and makes recommendations for approval or denial.
- Receives and processes applications for changes in zoning, variances, special exceptions, appeals, waivers, and vested rights.
- Coordinates with other county divisions and agencies to resolve complex permitting problems that may involve zoning.
- Assists in public hearings on zoning matters.
- Assists the public with completing applications and related submittals.
- Provides procedural and related information as required.
- Handles customer questions and issues regarding permit requirements, refers technical questions to appropriate staff, and advises customers of actions to be taken as necessary.
- Provides courteous and professional assistance to external customers, internal staff, and other divisions as needed.
- Updates and maintains property files in the county's permitting database.
- Disseminates information and new regulations to the public, staff, and other government agencies.
- Serves as liaison between applicants and reviewers.
- Serves as liaison to special task teams, other government agencies, and citizen groups.
- Attends work on a continuous and regular basis.
- Takes shifts manning the customer lobby, and the zoning information call center.
- Must adhered to Federal, State, County, and Local ordinances.

Minimum RequirementsGraduation from high school or possession of a GED and four (4) years of experience in working with the public in real estate, land use regulations, code enforcement, planning, zoning, or related field.
A comparable amount of education, training, or experience may substitute for the minimum qualifications.
Must possess and maintain a valid Driver's License at time of hire.
Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire.
Knowledge, Skills & Abilities - Knowledge of the principles of zoning, comprehensive planning, and land development.
