The purpose of this position is to work identifying, researching, and implementing policies and practices that promote environmental, energy, economic, and social sustainability. The position is responsibility for sustainable materials handling, including waste management and reduction, recycling, food waste diversion, and household hazardous waste within the City Sanitation District, at the Recycling Center and citywide. The work is performed under the direction of the Director of Public Works.
Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Organizes, directs and manages municipal materials management, including waste reduction, reuse, recycling, organics and toxics reduction programs; develops, advocates and implements city policies to improve the city's waste management systems.
- Conducts a wide variety of inclusive activities designed to educate all sectors of the population on the principles and practices of sustainability and sustainable materials management and promotes widespread adherence to them; maintains the recycling and sustainability sections of the City Web site and social-media accounts and manages all sustainability and waste-related press relations, publicity, and outreach.
- Represents the City in national, state, and local coalitions and organizations, and develops and lobbies for effective state solid-waste and other materials-management legislation.
- Establishes ambitious but reasonable goals and timelines for incorporating sustainability into City practices; assures compliance with all relevant federal, state, and local mandates, regulations, and legislation.
- Investigates complaints and takes action to resolve problems and violations to ensure compliance by all homeowners, renters, building owners, businesses, health facilities, schools, and others with local waste and toxic-materials ordinances and mandates.
- Works with City departments, regional entities and CT DEEP to ensure collaboration as departments make their operations sustainable and increases the City's resilience to the negative effects of climate change.
- Manages the Sustainable CT certification process and works to achieve maximum compliance with the Sustainable CT action principles in the City and the community.
- Identifies, applies for, and administers federal, state, and local grants that support and increase municipal sustainable practices.
- Coordinates and staffs the Resource Recovery Advisory Commission; regularly reports to other commissions (Public Works and Facilities, Sanitation District, Sustainability Team and Clean Energy Task Force) as necessary.
- Maintains the Public Works webpage for all public works activities, issues snow ban alerts and releases and other public works communications.
- Administers the licensing, registration, and oversight of waste-haulers, processors, and facilities; manages the bulk waste collection program for multifamily complexes; directs the resident transfer station sticker distribution.
- Performs related tasks as required.
Minimum Training and Experience Required to Perform Essential Job Functions Bachelor's degree in Environmental Science, Sustainability, Engineering or Public Administration, with five years of progressively responsible recycling coordination and environmental sustainability experience or any combination of education and experience that provides equivalent knowledge, skills and abilities. Position requires possession of a valid Connecticut driver's license. (

Physical and Mental Abilities Required to Perform Essential Job Functions Language Ability and Interpersonal Communication• Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.
• Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
• Requires the ability to utilize a wide variety of reference and descriptive data and information such as weight slips, reports, registrations, assignments, memos, purchase orders, ordinances, manuals, references, laws, regulations, blueprints, correspondence and general operating manuals.
• Requires the ability to communicate orally and in writing with the Director and all department personnel, other City departments, schools, City officials, business owners, haulers, residents, the media and the public.
Mathematical Ability• Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions, algebra, geometry and trigonometry.
Physical Requirements• Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer and other office machines and/or related materials used in performing essential functions.
• Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as rapid keyboard use.
• Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.
• Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
Environmental Adaptability• Ability to work under safe and comfortable conditions where exposure to environmental factors is minimal and poses a very limited risk of injury.
