Position PurposeThe EMM Compliance Manager is responsible for coaching and mentoring staff while serving as an advisor to operations, ensuring adherence to environmental monitoring and management (EMM) compliance standards. Reporting directly to the Sr VP Risk and Compliance, with a dotted line to the COO, Risk & Compliance, and VP EMM, this role is designed to provide oversight and strategic guidance rather than direct operational execution. The Compliance Manager develops and implements compliance programs, audits equipment usage, ensures regulatory adherence, and fosters a culture of continuous improvement in environmental compliance.
This role requires a detail-oriented and proactive leader with strong problem-solving, management, and communication skills. Responsibilities include overseeing calibration records, managing equipment audits, developing QA/QC programs, conducting training, and ensuring proper documentation of compliance activities. The Compliance Manager will also track compliance metrics, facilitate internal and third-party audits, analyze data to identify risk areas, and contribute to budget planning. By maintaining strong collaboration with operational teams, this position ensures that compliance standards are met while supporting the overall efficiency and effectiveness of the company's environmental programs.

Essential Functions and Basic DutiesAdministrative
- Ensure all calibrations are completed and scanned and filed electronically.
- All calibrations to be placed in database, or electronic file systems. Equipment audits, assignments.

- What equipment needs to be added or replaced?
- What equipment is underutilized?
- Pull info from Skybridge and verify usage.

- Collaboration and communication with the operation teams
- Developing and implementing of LDAR QA/QC programs
- Responsible for dispersing procedure and policy updates.
- Training procedures (corporate and site specific as appropriate) for LDAR/BWON/Tagging Projects
- Preparation and/or site-specific customization of Training Materials for Operation review
- QA tools for sites with regulatory and federal requirements
- Quality schedule for operations manager and field team
- Monitoring closeout procedures for inspections cycle
- Manage and Facilitate Monthly QA meeting review with site management
- Proper organization and maintenance of records (including electronically)
Quality and Training Assurance
- Administer and oversee QTA programs for all nested facility.
- Provide and build Classroom, CBTs, Written Exams in accordance with defined LDAR and BWON Programs.
In Person or CBT Consent Decree Training for Facilities with CD
Ensure programs are added to Training Management and updated periodically
- Ensure site personnel have initial, ongoing, and/or annual required training.
- Develop and deliver training procedures for sites.
- Manage the tracking of training and credentials for all new and existing employees.
- Site environmental training:\Managing the Quality Dashboard to be able to review at anytime
- Ensure re-occurring training is documented and accessible for nested sites.
Potential training for nested sites when doing an internal audit on the program
Build and maintain knowledge in existing and new Environmental regulations around LDAR, BWON and QQQ

Auditing and Compliance Assurance
- Customize and manage a site-specific audit program to ensure sites are meeting customer and regulatory expectations.
- Field Audits on technicians and supervisors
Develop a plan for field audits of team members with multiple questions (Do you have a JSA, Permit, Evaluation area, TVA response time, leak tags, probe speed, component being monitored)
Utilize and maintain database to track all field reports.
Set expectation on audit frequency, who is responsible for the audit "Lead and above".
Field Audit vs Database audit of technicians
- Company Compliance Metrics
Ensure PROtect managed environmental regulations, policies and procedures are being followed at customer locations.
Compliance KPI meetings with detailed information
Oversee compliance metrics tracking program including monthly review and quarterly rollup of compliance data. Oversee annual evaluation of company compliance goals to improve compliance, communication/training of goals and review/tracking of corresponding metrics data.
Oversee and participate in client's 3rd party audits, federal and local audits
Develop risk management strategies
Conduct analysis of monitoring data and records to target areas of risk, identify where improvement is needed for compliance, shape implementation strategies for improvements!
Creating a dashboard for Data QA with key details for technician performance (KPI)
Budget
- Assist with pertinent budget preparation and management.
Performing other duties and responsibilities as assigned.
Requirements
Education/Certification: - Competency in EMM concepts (BWON/LDAR).
- Demonstrated advanced knowledge of regulations and other technologies
- Bachelor of Science in Engineering or Environmental Sciences (preferred)
- High school diploma or GED Required
Required Knowledge & Experience: - Greater than 5 years related experience and/or training; or equivalent combination of education and experience;
- Strong PC Skills with particular emphasis on MS Office Suite (Word, Excel);
- Strong experience in chemical plants or refineries required.
- Expert knowledge in multiple industries.
- Recognized SME of numerous subjects/reports/regulations and/or Quality/Auditing processes and Systems.
