Job Summary The Assistant Manager of Solid Waste, Recycling, and Street Department will play a pivotal role in overseeing and coordinating activities related to solid waste management, recycling programs, and street maintenance within the municipality. This position involves assisting the department manager in planning, organizing, and supervising the operations of the solid waste and street departments to ensure efficient service delivery and compliance with regulations. The ideal candidate will possess strong leadership skills, expertise in waste management and recycling, and a commitment to environmental sustainability.
Essential Duties and Responsibilities and Supervision Required - Assist the department manager in planning, directing, and coordinating the activities of the solid waste, recycling, and street maintenance divisions.
- Supervise and provide guidance to department staff, including solid waste collectors, recycling coordinators, street maintenance crews, and administrative personnel.
- Develop and implement strategies to optimize solid waste collection routes, improve recycling participation rates, and enhance street maintenance practices.
- Monitor and evaluate departmental performance metrics, such as waste diversion rates, recycling contamination levels, and street condition assessments to identify areas for improvement.
- Collaborate with municipal officials, community organizations, and environmental agencies to promote recycling initiatives, implement waste reduction programs, and support sustainability goals.
- Coordinate with vendors, contractors, and service providers to ensure timely and cost-effective delivery of solid waste disposal services, recycling processing, and street repairs.
- Oversee the procurement of equipment, supplies, and materials necessary for solid waste collection, recycling operations, and street maintenance projects.
- Conduct regular inspections of solid waste facilities, recycling centers, and street infrastructure to ensure compliance with regulations and safety standards.
- Develop and implement training programs for department staff on waste management practices, recycling protocols, and street maintenance techniques.
- Prepare departmental reports, budgets, and presentations for management and regulatory agencies, highlighting key performance indicators, accomplishments, and challenges.
Minimum Qualifications, Experience, Training, & License - Bachelor's degree in Environmental Science, Public Administration, Civil Engineering, or related field. Master's degree preferred; or:
- Five (5) or more years of working experience in a related field equivalent to educational requirements.
- Five (5) plus years of experience in municipal solid waste management, recycling programs, or public works administration, with at least two (2) years in a supervisory or managerial position.
- Valid driver's license.
Required Knowledge Skills Abilities - Must have thorough knowledge of solid waste regulations, recycling industry trends, and best practices in street maintenance and infrastructure management.
- Must have strong leadership and interpersonal skills, with the ability to effectively communicate with diverse stakeholders, motivate teams, and resolve conflicts.
- Must have experience in budgeting, financial management, and procurement processes related to public sector operations.
- Must have strong accounting/bookkeeping skills to oversee the business side of this department, including commercial and residential operations, landfill operations, recycling operations, and other financial matters.
- Must be proficient in Microsoft Office Suite, able to use QuickBooks or similar software, and must be familiar with GIS software for mapping and data analysis.
- Must be able to use Weighmaster and fuel software, report, and resolve issues as they arise.
- Ability to prioritize tasks, manage multiple projects simultaneously, and adapt to changing priorities in a dynamic environment.
- Must be familiar with EPA/ADEM permits, compliance, and record-keeping for all departments to ensure compliance. Must coordinate with consultants about issues that arise including permit issuances, reporting, non-compliance, grants, etc.
- Excellent analytical skills and attention to detail, with the ability to analyze data, identify trends, and develop strategies for improvement.
- Must have knowledge of environmental sustainability principles and initiatives related to waste reduction, recycling, and circular economy concepts.
- Must have willingness to travel with the municipality as needed.
Supervision: Employee assists the department manager in overseeing operations and supervising staff. Reports directly to the department manager.
Physical Demands (with or without accommodations):- Prolonged sitting, walking, standing, bending, stooping.
- Must be able to lift up to 50 lbs., possibly up to 100 lbs., on occasion.
- Must be willing and able to work in inclement weather conditions, extreme heat/cold.
Equipment/Tools Used: Computer, calculator, copier, fax. Other equipment/tools as needed.
