Description of Job Work UnitThe purpose of the Federal Facilities Remediation Unit (the Unit) is to oversee the cleanup of federal facilities (primarily Department of Defense (DoD)) located in Colorado. The Unit works with federal agencies, state and local governments, businesses, and the general public to ensure that federal facility cleanups or remedial actions are conducted in a manner which is protective of human health and the environment, and are consistent with state and federal law. The Unit oversees the remediation and closure of regulated waste management units at numerous active sites, formerly used defense sites, or base realignment and closure sites. Remediation is necessary due to contamination of environmental media from the improper management of hazardous waste or hazardous substances and are usually conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Resource Conservation and Recovery Act (RCRA). The Unit provides technical assistance and approval regarding proper management of hazardous waste, characterization of contaminated sites, and remediation of soil, surface water, and groundwater. The Unit seeks and fosters public involvement in selecting and carrying out actions which are technically sound, cost-effective, and timely.
The PositionThe position exists to represent the state's interests regarding compliance with federal and state law under CERCLA and RCRA at federal facilities in Colorado. The position provides technical support and oversight at federal facilities ensuring that the remedial actions satisfy the state's legal, regulatory, policy, and technical requirements; considers and addresses public input; incorporates agreements between other agencies with jurisdiction of interest; is technically sound, cost-effective, and performed in a timely manner. The position requires regulatory expertise regarding the characterization and remediation of soil, surface water, and ground water in order to make these determinations. The position also provides on site oversight of hazardous waste remediation activities to ensure that the work performed is consistent with design specifications and drawings, work plans, and decision documents. This position also represents the state's interest on state lead and federal lead cleanup projects. This position will also facilitate succession planning and implementation in the remediation program.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications6 years of full-time work experience demonstrating knowledge and experience experience in the investigation and remediation of soil and groundwater contamination at federal facility sites or closely related work to environmental protection. Proven technical knowledge of remedial actions including soil and groundwater cleanups.
ORA Bachelor's degree from an accredited college or university in biology, chemistry, geology, hydrology, environmental science, engineering (chemical, environmental), industrial hygiene, or a related field.
ANDTwo (2) years of experience in demonstrating knowledge and experience in the investigation and remediation of soil and groundwater contamination at federal facility sites or closely related work to environmental protection. Proven technical knowledge of remedial actions including soil and groundwater cleanups
ORMasters from an accredited college or university in biology, chemistry, geology, environmental science, engineering (chemical, environmental), industrial hygiene, or a related field may substitute for the professional experience on a year-for-year basis. (Substitution)

- Working with Colorado Hazardous Waste Act, the Colorado Solid Waste Disposal Sites and Facilities Act and regulations, the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and other related environmental statutes and guidance
- Relevant years of State service shall be considered
- An advanced degree in or environmental sciences, geology, hydrology, engineering, waste management or closely related field
