Nature of Work This is advanced managerial, professional leadership, and supervisory work involving the planning, organizing, and directing of the street lighting, intelligent communication system, and electrical distribution system owned by the City
Work involves the management and supervision of the work activities performed in the Energy, Lighting, and Communications Division of the Public Services Group as directly managed by subordinate level supervisors. Work is performed under executive direction of a Managing Director and is reviewed by means of conferences, submitted reports and observation of overall effectiveness.
ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. - Establishes policies and procedures; reviews operations for efficiency and compliance with City policies and makes changes as deemed necessary to improve operations; resolves difficult or unusual operational, technical, personnel, or administrative problems and works to assure the various divisions work in support of each other.
- Provides technical direction and supervision to street lighting, intelligent communication system, and electrical distribution system operations staff; works with consultants, and engineering department personnel to develop standard specifications and maintenance programs; supervises construction, installation, and maintenance activities of street lighting, intelligent communication system, and electrical distribution system.
- Reviews activities with an administrative superior; participates in development of city policies and procedures; participates in development of plans, ordinances, codes, laws, and regulations affecting areas of responsibility.
- Manages the work of administrative project teams.
- Develops and implements the annual and five-year capital improvement programs for street lighting, intelligent communication system, and electrical distribution system; establishes priorities and oversees the design and budgeting of capital projects; supervises preparation, administration, and maintenance of departmental operating budgets and cost control records and approves purchases.
- Conducts long-range cost and feasibility studies; develops plans and oversees the implementation of planned improvements; identifies changing service and capital requirements and develops program and operational alternatives to accommodate them.
- Plans and provides for the installation of traffic signals, stop signs and other traffic regulation devices.
- Evaluates the work of subordinate managers, supervisors, crew members and support staff; identifies training needs; provides work counseling as needed.
- Confers and works cooperatively with local, state, and federal government officials and agencies on problems relating to street lighting, electrical systems, and intelligent communication systems.
- Coordinates activities with contractors; confers with businesses and civic leaders; addresses voiced concerns and speaks before groups and organizations; serves as liaison to the media on related issues.
- Ensures that effective customer service is a priority in the department.
- Manages the Street Lighting and Electrical System Utility billing and accounting system operations related to section activities.
- Works closely with members of various groups and agencies; develops and maintains good working relationships with community groups and agencies.
- Supervises preparation of master plans, strategic plans and study plans in areas of assigned responsibility.
- Performs other related duties as assigned.
Minimum Training and Experience Required Education and Experience - Possession of a bachelor's degree in environmental science, electrical engineering, or public administration.
--AND--
- Seven (7) years of managerial experience in a field related to street utility lighting, electrical power distribution, or related management.
--OR--
- Any equivalent combination of training and experience.
Required Licenses or Certifications- Possession of a valid Michigan driver's license.
Preferred Training and Experience- Demonstrated participation in national and/or state professional organizations, such as the American Public Works Association or other related groups.
Preferred Licenses of Certifications- Professional Engineer's License.
