Under the general direction of the High-Speed Rail Authority's (Authority) Director of Environmental Services, and in coordination with the Design and Construction Managers, the Environmental Program Manager (EPM) I (Managerial) will perform the role of program-wide Environmental Compliance Manager and be responsible for overseeing implementation of environmental commitments on construction projects through close coordination with construction staff. The EPM I, Environmental Compliance Manager will establish solid working relationships with Construction Managers, Project Managers, Area Construction Engineers, Project Construction Management staff (PCM), Construction Inspectors, and construction contractors to encourage and assist with environmental quality. This requires extensive travel throughout the state, and coordination with Authority staff, construction management staff, resource agencies, local governments, the public, construction contractors, and other interested parties. The incumbent is expected to manage multiple assignments including assigned contracts, work independently, and produce completed staff work.

Working Conditions *Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
**This position extensively travels statewide to other Authority sites, offices of other state or federal agencies throughout the state, other meeting facilities, construction sites, and/or to the sites of proposed projects.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

- Must be able to organize, conduct, manage effectively and report on large-scale audits of environmental projects.
- Experience managing large-scale audits of environmental projects, including logistical organization, execution, identification of deficiencies and corrective actions, reporting and training of audit staff.
- Experience overseeing staff and overseeing staff that report to others.
- Experience with developing policies and procedures for environmental management.
