Job Summary:
The Director of Capital, Sustainability and Construction Management (CSCM) is a strategic leader responsible for supporting the College's mission in student access and success. The Director advises and partners with leadership to align organizational strategies and financial accountability for capital improvements through program and project management. The Director is responsible for building and cultivating strategic partnerships and community relationships. Primary responsibilities include oversight for successful completion of the College Master Plan and other capital and surplus projects in a fiscally responsible and sustainable manner.
Responsibilities also include the maintenance of high-quality standards for all phases and aspects of these projects, remaining on schedule within budget and in compliance with all laws, regulations and Board policy while following industry and college best practice project management processes. This includes the support and oversight of green energy and renewable energy initiatives and the promotion of the growth of green energy workforce in support of student success.
The successful candidate must possess the ability to think critically, analytically, and strategically to address the ongoing and changing needs in higher education and government procurement, along with solid interpersonal skills and effective conflict management/resolution skills. Work requires considerable independent judgement, discretion and initiative in carrying out the operations of the department working with using departments.

Job Description:
Summary of Essential Functions:
Department Management: 40%
Provide administrative oversight for major capital construction projects, renovations and major deferred maintenance construction projects, which includes financial accountability, program and project management, contract and risk management, legal compliance and support of the IL State Disadvantaged Business Programs.
Maintain a collaborative approach towards capital project management for the College, communicating with other administrators, staff, faculty, students, external stakeholders and various governmental entities to seek value and economies of scale, relationship and performance management of suppliers, and offering sound advice on all areas of the Colleges Capital, Sustainability and Construction Management Services activities.
Provide management oversight for all specifications and schedules for capital architect, contractor or vendor related public solicitations (e.g., IFB, RFP, RFQ, QBS).
Responsible for successful completion of capital projects, to high quality standards, on schedule, within budget, in compliance with all laws, rules, regulations and stipulations.
Prepares and communicates information regarding capital projects contract status, risk, compliance, modifications, non-standard terms, negotiations and completion or termination, including schedule, cost and significant issues.
Prepares capital and operational reports as required by state, federal, and local agencies and as requested by the Executive Director of Business Operations, Vice President for Business Services and Finance and the President.
Monitors capital projects supplier's performance, against contract requirements; while ensuring service level agreements (SLAs) and key performance indicators (KPIs) are met to drive improvement. Act as key point of contact with risk manager/insurers assisting with identifying risk management for all major capital contracts. Act as a key point of contact with College's attorney with reviewing complex contract terms and conditions.
Maintains current knowledge of state and federal legislation, government policy, best practice and relevant external factors relevant to capital projects and contracting activity.
Reviews and negotiates all architect, contractor and vendor contracts related to capital, and sustainability projects working directly with legal counsel to manage and mitigate risk to the College.
Build on the College's previous sustainability success continuing to plan for expanded green savings and carbon reduction opportunities including utilizing Campus Master Plan to address LEED design standards.
Oversee sustainability program operations to ensure compliance with environmental or governmental regulations.
Oversee the IL Green Economy Network (IGEN) Director who is responsible for managing a statewide sustainability consortium of 39 IL Community Colleges focused on growing the state's clean energy economy and green workforce.
Support current Workday ERP system, Project Teams software, and other related applications.
Accountable for Department expense processing including procurement of items and services, and accurate payroll and attendance for the Department.
Strategic Leadership and Project Management: 35%
Provide values-driven leadership to build and contribute to high-performing teams that provide excellence in customer service through innovative, creative and collaborative practices to all units and campuses within the College, as well as the external community.
Implement the strategic plan, develop a collaborative student-focused and community-focused culture, assure fiscal viability of the department, uphold policy and procedures, proactively lead talent performance and talent development, and build community relations as a collaborative partner on the Leadership Council and within a shared governance structure.
Champion the values of excellence, purpose, integrity, compassion, unity and inclusion as a leader of the College. Support student and employee success by demonstrating a commitment to equity, inclusion, and respectful interactions with persons of diverse ethnic, cultural, socio-economic or educational backgrounds.
Drive customer service on all projects and initiatives with an emphasis on capital projects service improvement and process which includes developing capital projects policies, procedures and training materials for end users; as well as conducting ongoing capital planning and budgeting training.
Chair Capital Executive Steering Committee which provides transparency and drives decisions for capital/surplus projects that are off schedule, scope or budget. Provides opportunity to communicate program and project management best practices and lessons learned for continuous improvement.
Collaborate with Legislative Affairs Division on upcoming state or federal legislation related to construction or sustainability matters.
Foster strategic partnerships with architecture and contracting firms to encourage student internships, scholarships and foundation support.
Present and/or support project Executive Sponsors and Project Sponsors at College Leadership Team meetings on capital/surplus and sustainability related topics.
Personnel Management: 15%
Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.
Directly hire, lead, manage, support and empower employees on the CSCM team to job success at the College.
Encourage and support personal and professional development and learning, well-being and work-life integration.
Identify educational, training, or volunteer opportunities related to sustainability.
Provide regular clear and consistent communications within the Department, assuring communications are messaged at all levels of the Department.
Foster positive employee relations, assuring this is cascaded throughout all levels within the Department, and that includes regular employee feedback, recognition and progressive discipline, where needed.

Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the Department or unit leaders.

Required Qualifications:
Master's degree in Business Administration, Architecture, Engineering, or Construction Management, or related field, from an accredited college or university and five (5) years of professional relevant experience.
OR
Bachelor's degree in Business Administration, Architecture, Engineering, or Construction Management, or related field, from an accredited college or university with eight (8) years of professional relevant experience.
A minimum of three (3) years demonstrated progressive supervisory experience.
Ability to travel locally and regionally.
Experience managing strategic relationships with architectural, engineering and construction management/general contractor firms, including complex contract negotiations and ensuring projects are delivered on time and within budget.
Thorough knowledge of the construction management process.
Experience and knowledge interpreting and negotiating American Institute of Architects (AIA) and other complicated contracts and working with outside legal counsel.
Ability to manage multiple projects simultaneously and identify opportunities to optimize organizational efficiency.
Experience with sustainability initiatives and sustainability plans.
Ability to establish an effective rapport with college leadership, project stakeholders, community partners and governmental entities.
Possess strong customer service experience.
Advanced knowledge and experience with ERP systems and Microsoft Office Suite.
Effective verbal and written communication, and active listening skills.
