Introduction The Wisconsin Department of Natural Resources (DNR) , Environmental Management Division is recruiting to fill Wastewater Section Manager position to supervise a team of engineers and specialists who regulate wastewater treatment plants and other industrial operations.
This position is headquartered in the DNR's central office (GEF 2) in Madison, WI. This recruitment may also be used to fill future similar positions.
Remote work may be available for a portion of the work week, after the initial onboarding period.

Position Summary Purpose of the Position: This position has primary responsibility for managing the Water Quality subprogram's complex wastewater discharge permits, plan review and wastewater programs.
Role the Position plays in the Organization: This position is responsible for the establishment of policy, standards and procedures to ensure statewide consistency of wastewater permitting, plan review, and pretreatment activities.

Salary Information Starting pay for this position is between $48.00 to $51.85 per hour (or $ 99,840.00 to $ 107,848.00 annually), in addition to excellent benefits. In addition, there may be $1.00 per hour ($2,080 annually) added to the base salary for holding a Professional Engineer (PE) license in this position.
This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.
This position is included in the classification Environmental Engineer Supervisor within pay schedule/range 81-02.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.
Probationary Period: A 2-year Career Executive trial period may be required.
Travel: Some statewide travel is required to conduct business with department district offices, service centers, and external partners. Additional travel may be required to meet with USEPA-Region 5 and the other state NPDES managers in other states, Chicago, or DC to attend conferences and meetings representing the department's position on wastewater and the NPDES program.
Professional Registration: Active State of Wisconsin license as a registered professional engineer or licensed in another state with the ability to obtain registration within six months of employment. Failure to do so will lead to termination from the position.
Qualifications Please make sure to address and describe EACH of the following qualifications applicable to your experience within your resume and/or letter of qualifications to be considered for this position: To be minimally qualified applicants must meet (and provide appropriate documentation of) all of the below requirements: - Licensed in WI as a Professional Engineer , or licensed in another state, and eligible to become licensed in WI.
- Experience leading teams of environmental science or regulatory professionals (e.g., project, technical or policy team leader, acting supervisor, etc.)
- Professional experience in environmental engineering project management
- Professional experience working with the state and federal regulatory frameworks for the water related field (e.g., water resources, ground water, drinking water, wastewater, hydrogeology, etc.)
Preferred qualifications include experience with any of the following criteria: - Supervising environmental science or regulatory professionals (e.g., recruitment & hiring, assigning work & establishing performance expectations, evaluating & managing performance, etc.)
- Leading the engineering review of environmental projects (e.g., wastewater facility design, operation, or regulation etc.)
- Developing and maintaining relationships with customers, partners and stakeholders (state & federal agencies, local & municipal governments, tribal governments, legislators, trade associations, NGOs or advocacy groups, etc.)
