Under general supervision, this position reviews applications and issues building and construction permits, performs work involving zoning and dangerous building complaints, and provides administrative support to the Building Inspection Division of the Community Development Department. Other duties include reviewing and processing permit applications, permit requests, and submittals from front counter customers, answer questions from contractors and customers, answer phones, process internet permits and inspection requests, enter data, process and issue trade licenses, call out field inspections to staff, balance cash register drawer, track documents, and provide Notary services to customers and City staff.
Minimum Qualifications: High school diploma or GED; and 1-2 years of progressively responsible related experience with effective customer service skills; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. ICC Certification related to Permits Technician (ICC exam 14) required or ability to obtain within 18 months from date of employment. Missouri Notary or ability to obtain notary within 3 months and maintain ongoing active status. Valid driver's license required, supplemented with a good driving record. Must be able to complete NIMS training within six (6) months of hire.
Knowledge, Skills, Abilities: Working knowledge of government policies and procedures. Knowledge of building and construction codes, ordinances, construction methods and processes. Correct English usage, including spelling, grammar, punctuation, and vocabulary. Computer applications related to the work. Skill in using tact, discretion, initiative and independent judgment within established guidelines, recordkeeping, report preparation, filing methods, and records management techniques. Demonstrated highly effective customer service and interpersonal skills. Ability to communicate clearly and effectively, orally and in writing. Able to read and interpret blueprints and construction documents.
Physical Requirements: Sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Frequently required to reach, stand, lift, finger, grasp, feel, talk, hear, and see with frequent repetitive motions. Occasionally required to walk.
Typical Working Conditions:Work is performed in a normal office and in the field with occasional exposure to fumes or airborne particles. Working conditions are typically moderately quiet but the office environment is sometimes noisy and very busy.
