Job Purpose:
Under supervision of the Section Manager, conducts independent infectious waste inspections at permitted generators, treatment facilities, and transporters throughout the state. Prepares written inspection reports to be submitted to the section manager. Initiates referrals to enforcement as needed. Communicates regulatory requirements of the Infectious Waste Management Regulation R.61-105 to permittees. Provides technical assistance to infectious waste generators, treatment facilities and transporters, and Department programs such as Emergency Response as needed.

Job Duties: 
  • Inspects infectious waste generators, treatment facilities and transporters to assure compliance with the Infectious Waste Management Regulations R.61-105. Provides technical assistant to other Department programs. 
  • Prepares inspection reports in ePermitting to be reviewed by Section Manager. Leads meetings pertaining to generator inspections, follow-up conferences and warning letters. 
  • Registers infectious waste generators and transporters and is capable of issuing and reviewing IW treatment facility permits. 
  • Issues warning letters related to violations of the Infectious Waste Management Act. Prepares enforcement referrals to the Enforcement and Compliance Section. Participates in civil and criminal actions as an agent of the Department. 
  • Performs other job duties as assigned.

Minimum and Additional Requirements

  • A high school diploma and two (2) years of environmental health or related experience. 
Certification in the environmental field qualifies as related experience. Or an associate degree in a related technical field.

Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
  • Proficiency with Microsoft Office products. 
  • Ability to operate standard office equipment.
  • Ability to conduct independent compliance inspections (either paper or electronic). 
  • Ability to complete inspection reports and to provide referral documents to the Compliance and Enforcement Section. 
  • Ability to attend enforcement conferences. 
  • Ability to serve as project manager for one of three Infectious Waste treatment facilities in the state.

Preferred Qualifications

  • Knowledge of South Carolina infectious waste principles and/or regulations.
  • R.61-105 HAZWOPER and bloodborne pathogen trained. 
  • Experience reading, interpreting, and applying laws and regulations. 
  • Experience performing regulatory inspections and writing inspection reports. 
  • Experience with ePermitting Data Management System.
