Full Range: $52,251 - $73,151 AnnuallySalary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.The Public Health Program Coordinator (CHFS Aquatic) is charged with planning, leading, and evaluating the county's enhanced aquatic safety initiatives, working in tandem with both internal teams and external partners to reduce drowning and entrapment incidents. This role centers on several broad areas of responsibility:
- Grant and Program Management - The coordinator oversees all grant-related activities, ensuring that project timelines are met, and resources are allocated correctly. Task Summary: track deliverables, monitor budgets, and maintain compliance with grant requirements. They also collaborate closely with supervisors, Environmental Health Technicians (EHTs), and Environmental Health Specialists (EHSs) to align daily operations with project milestones.
- Policy and Enforcement Coordination - Working with the Non-Food Environmental Health Supervisor and other management, the coordinator helps develop and refine enforcement policies. This includes updating inspection procedures, assisting in training staff on new or revised protocols, and ensuring consistent enforcement of the Virginia Graeme Baker (VGB) standards.
- Educational Program Development - A key focus is creating and delivering aquatic safety education for both regulated facilities (e.g., hotels, apartment complexes, neighborhood pools) and community members. Duties include developing bilingual training materials, modifying existing pool safety courses, and hosting workshops or forums to promote drowning prevention and entrapment awareness.
- Stakeholder and Community Engagement - The coordinator liaises with diverse groups-ranging from schools and childcare centers to local organizations and underserved communities-to expand the reach of swim lessons and safety trainings. They also coordinate with local swim instructors and lifeguards, particularly for high-need communities, ensuring lessons are accessible, culturally appropriate, and focused on preventing drownings.
- Data Collection and Reporting - Another important function is tracking outcomes and generating reports. The coordinator compiles inspection data, training attendance, community feedback, and incident statistics to gauge the impact of new policies and interventions. These insights inform ongoing improvements to enforcement tactics and educational outreach.
In short, this position is the organizational lead for Pima County's Aquatic Safety Education and Enforcement Enhancement Project, ensuring that enforcement policies align with VGB requirements, education is tailored to local needs, and community partnerships remain strong throughout the grant period.

- Coordinates program activities, timelines, and resources to ensure efficient execution;
- Collaborates with program managers to develop and maintain project plans and work closely to meet program goals and objectives;
- Tracks program progress, milestones, and deliverables, including grant contracts;
- Collects, organizes, and analyzes data related to program performance, outcomes, and impact;
- Assists in developing data collection tools, surveys, and assessment instruments;
- Supports community outreach efforts and participates in public health education and awareness activities;
- Leads community engagement efforts, including outreach, needs assessments, and partnership development;
- Assists in budget management, expense tracking, and procurement activities;
- Identifies areas for program improvement and assists in implementing corrective actions;
- May supervise support staff and execute performance plans and individual development plans.
Minimum Qualifications:Bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or a related field as determined by the department head at the time of recruitment AND two years of experience coordinating, monitoring, and/or administering public health program activities or providing administrative support for a program or specialized work unit.
(Relevant professional level experience and/or education from an accredited college or university may be substituted.)
OR:
Four years of experience with Pima County in Public Health Policy Analyst I, Public Health Educator I or II, Public Health Navigator, Public Health Program Specialist or related professional administrative or public health program classifications as determined by the department head at the time of recruitment.Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): - Arizona registered sanitarian or REHS credentials.
- Minimum three (3) months experience with Hedgehog software.
- Minimum three (3) months experience with Pima County financial systems (AMS/WorkDay) and Maximo.
- Minimum one year (1) supervisory or lead experience.
Selection Procedure:Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Licenses and Certificates:
Valid driver license is required at time of application. Valid
AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

Physical/Sensory Requirements: Constantly operates a computer and other office equipment. Constantly observes details at close range. Occasionally remains at stationary position. Occasionally moves about inside an office. Frequently operates out in the community at events and meetings.
Working Conditions: The Public Health Program Coordinator operates within a professional office setting, conducting desk-based tasks and attends meetings. Regular, daily attendance is an essential function for this position; however, an alternative work schedule or telecommuting may be options based on the Division's needs. This is determined by the senior leadership for the Division. This role may also participate in community events and meetings outside of the office environment.
