Description
Under the direction of a higher level supervisory official in the Department of Environmental Protection, assigned to a Division specific only to the implementation of scientific, technical, environmental, engineering, administrative/management, or fiscal programs, provides
executive guidance and direction in the establishment and implementation of policies and procedures regarding the overall work operations, programs, activities and staff of a major operating Division concerned with the areas of environmental management; does related work as required.
Specific to the Position
Administers the Office of the Director, providing managerial and technical oversight to three bureaus in the Division of Sustainable Waste Management. Leads the Bureau of Solid Waste Permitting, ensuring environmentally sound waste management and regulatory compliance. Establishes the Office of Policy, Planning & Outreach. Oversees the Bureaus of Solid Waste Planning & Licensing and Recycling & Hazardous Waste Management, ensuring regulatory compliance in planning, utility oversight, recycling, e-waste, medical, and hazardous waste. Develops staff expertise, supports succession planning, and enhances training. Manages budgets, internal controls, and expenditures. Supports the State Debris Management Coordinator and emergency preparedness. Ensures clear communication, work plan alignment with priorities, and timely reporting. Leads program reforms to enhance efficiency and effectiveness.
Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree
in Engineering or one of the biological, chemical, environmental, or physical sciences.
EXPERIENCE: Eight (8) years of experience in the scientific/technical or engineering aspects of environmentally related activities. five (5) year(s) of which shall have been in program management.
NOTE: A valid Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
NOTE: A Master's degree in a discipline appropriate to the position may be substituted for one (1) year of the non-managerial experience as indicated.
NOTE: A Doctorate degree in a discipline appropriate to the position may be substituted for three (3) years of the non-managerial experience as indicated. (This is inclusive of the Master's degree and not in addition to.)

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
