It is not intended to reflect all duties that are required within this position.MAJOR FUNCTIONPerforms highly responsible environmental/civil engineering design, analysis, and project management to support Division goals and objectives.
Functions as a member of multi-disciplinary project teams for design, bidding, construction, and operation of facilities. Assures that design and construction projects are completed in accordance with approved permits, defined scopes of work, project schedule, and within budget limitations, while meeting the expectations of the Division.
ILLUSTRATIVE DUTIESPerforms engineering design, review and analysis for landfill operations including: active landfill, access roads, fill sequence plans, stormwater and leachate management, cover placement, site maintenance, gas and water quality monitoring. Provides in-house engineering analyses, designs, and assessments.
Prepares and performs detailed reviews of the following civil/environmental engineering concepts and documents: engineering calculations, studies, designs, and cost estimates; construction specifications and plans; construction completion reports and certifications; surveys; conceptual designs; compliance and monitoring reports; and permit applications. Tracks permitting and compliance reporting due dates and schedules the preparation of applications for permits and permit related compliance documents to ensure required submittal deadlines are met.
Assists in data analyses and evaluations of groundwater, surface water, gas and air monitoring events. Makes recommendations to ensure compliance with permit conditions, local, state, and federal rules and regulations.
Assists in determining cover needs and long-term, cost-effective sources of material. Assists with implementing best management practices, maintaining site ingress and egress, increasing compaction, and minimizing both cover usage and production of leachate.
Prepares bid packages and scopes of work for purchase orders and contracts; evaluates quotations and bids and provides recommendations for Procurement approval of awards. Selects materials of construction and components and is responsible for developing specifications for materials and equipment procurement. Reviews and processes invoices.
Estimates resource management, material, and time required to complete projects. Prepares capital cost estimates. Reviews and analyzes project progress data. Ensures that contracted services are meeting budgets, schedules, and executed contract specifications. Prepares and maintains project files, data, permitting and compliance reporting files.
Requests supporting documentation for change orders, receives bills/invoices for services, and determines that those services have been performed as required prior to submitting for payment authorization.
Receives, reviews, and approves reports, designs, permit applications, construction projects and other work efforts that are performed by consulting engineers and contractors. Manages projects under contracts with consultants and contractors. Evaluates engineering firms, vendors and contractors for competence, compliance with scopes of work, and quality of completed work products.
Conducts and documents inspections, including: operations, stormwater, construction, maintenance, and regulatory compliance.
Assists with the operation and maintenance of the Leachate and Landfill Gas Management System for collection, storage, and disposal. Optimizes the systems to minimize the operating costs. Coordinates with Operations staff to maintain environmental compliance.
Assists with the environmental monitoring program to ensure compliance with operation, construction, and long-term care permits issued by solid waste, air, and water management regulatory agencies. Provides oversight of contractors for sample collection, laboratory testing, analyses, and timely reporting of groundwater, surface water, leachate, and landfill gas monitoring results.
Provides assistance to the fiscal and customer service sections of the Division, including CIP budget. Assists with Management of Traffic and other scale house or customer service activities as needed.
KNOWLEDGE, SKILLS AND ABILITIESKnowledge of civil/environmental engineering design, construction, and operation of solid waste management facilities. Knowledge of concepts, terminology, principles, practices, and analytical techniques of environmental and civil engineering.
General knowledge of state and federal regulations for the design, operation, maintenance, monitoring, and closure of landfills and other solid waste facilities.
Ability to read and interpret complex engineering plans. Ability to prepare engineering documents and specifications, administrative reports, letters and memoranda.
Ability to work in the field in all weather conditions. Ability to see, talk, bend, stoop, sit, stand, and drive.
Ability to analyze and interpret engineering data. Ability to solve engineering problems. Ability to resolve problems in a timely manner and to plan work activities.
Ability to effectively communicate verbally and in writing with staff, customers, consultants, contractors, and officials.

COMPUTER SKILLS - Proficiency with MS Office Suite.
- Knowledge of MS Project, Primavera, or similar planning and scheduling programs.
- Working knowledge of computer aided drafting (CAD).
- Ability to quickly learn other job related technical software as needed.
MINIMUM QUALIFICATIONSGraduate of an ABET (Accreditation Board for Engineering and Technology) accredited four (4) year college or university with a major course work in an environmental, civil, or sanitary engineering curriculum.
Experience and/or knowledge of state and federal environmental permitting and regulations.
Must have, or be able to secure, a valid Florida driver license at the time of employment.
A comparable amount of training and experience may be substituted for the minimum qualifications with the exception of the degree.
SPECIAL PREFERENCES - Master's degree with major course work in Environmental, Civil, or Sanitary Engineering.
- Experience in civil engineering site development, roads, utilities, or stormwater management.
- Minimum of two (2) years of experience in Project Management in civil, sanitary, or environmental engineering.
SPECIAL REQUIREMENTThis position may be required to report for work when a declaration of emergency has been declared in Polk County.
