Description Burns & McDonnell's Midwest region is looking for an Air Quality Project Manager to manage and lead air permitting and compliance services for the power, industrial, commercial, transportation and manufacturing industries in the Midwest Region. Additional experience in Sustainability and ESG planning for the same industries will be a plus. The Environmental Air Specialist / Project Manager will work within our Environmental Services Global Practice and perform the following duties:
- Collaborate with clients and team members to manage projects, budgets, and timelines.
- Provide leadership, guidance, and instruction to less experienced staff.
- Manage sales and marketing efforts and identify key pursuits.
- Prepare and present proposals including scope of work, estimated cost and schedule for air permitting and compliance projects as well as all environmental permitting.
- Build effective relationships with existing clients, customers and contractors and develop new business opportunities.
- Prepare and present client and professional meeting presentations.
- Prepare air permit application packages and associated documentation.
- Perform emission calculations and estimates for routine emissions, as well as greenhouse gas and maintenance, start-up, and shutdown emissions.
- Conduct environmental site assessments and inspections to ensure compliance with local, state, and federal air quality requirements.
- Assist with multi-media-based questions and document preparation, such as Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasure (SPCC) Plans, and filings pursuant to the Emergency Planning and Community Right-to-Know Act (EPCRA).
- Responsible for QA/QC process adherence.
- Ensure compliance with company and site safety policies.

Qualifications - Bachelor's degree in engineering (environmental, civil, or chemical), meteorology or a related degree from an accredited program. Minimum 7 years applicable experience showing proficiency in air pollution permitting and compliance as well as a deep understanding of air permitting and compliance for complex facilities.
- Completion of a master's degree in a related field may be substituted for 1 year of experience.
- Previous consulting experience related to air pollution permitting and compliance and/or multimedia environmental compliance audits, environmental management systems, and report writing preferred.
- Excellent oral and written communication skills, technical writing skills and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
- Demonstrated knowledge of federal, state, and local air regulations with emphasis on the Clean Air Act, including New Source Review/Prevention of Significant Deterioration, National Emission Standards for Hazardous Air Pollutants, New Source Performance Standards, Title V Permitting, Title VI Ozone Depleting Substances.
- Working knowledge of air quality dispersion models such as AERMOD, AERSCREEN, CALPUFF, VISCREEN, PLUVUE and SLAB, is a plus.
- Sustainability background is a plus.
- Strong attention to detail and the ability to follow complex requests.
- Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
