Description Burns & McDonnell's Mid-Atlantic region is looking for an Air Quality Project Manager to manage air permitting and compliance services to the power, industrial, commercial, transportation and manufacturing industries in the Mid-Atlantic Region. The Environmental Air Specialist / Project Manager will work within our Environmental Services Global Practice and perform the following duties:
- Prepare air permit application packages and associated documentation.
- Conduct environmental site assessments and inspections to ensure compliance with local, state and federal air quality requirements.
- Perform emission calculations and estimates for routine emissions, as well as greenhouse gas and maintenance, start-up and shutdown emissions.
- Work with client and team members to manage projects, budgets and timelines.
- Assist with multi-media-based questions and document preparation, such as Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasure (SPCC) Plans, and filings pursuant to the Emergency Planning and Community Right-to-Know Act (EPCRA).
- Ensure compliance with company and site safety policies.
- All other duties as assigned.
Qualifications - Bachelor's degree in Environmental Science or related Science or Engineering degree from an accredited program plus minimum 7 years (10 years preferred) of applicable experience.
- Completion of a master's degree in a related field may be substituted for 1 year of experience.
- Previous consulting experience related to air pollution permitting and compliance and/or multimedia environmental compliance audits, environmental management systems, and report writing preferred.
- Demonstrated knowledge of federal, state, and local air regulations with emphasis on the Clean Air Act, including New Source Review/Prevention of Significant Deterioration, National Emission Standards for Hazardous Air Pollutants, New Source Performance Standards, Title V Permitting, Title VI Ozone Depleting Substances.
- Working knowledge of air quality dispersion models such as AERMOD, AERSCREEN, CALPUFF, VISCREEN, PLUVUE and SLAB, is a plus.
- Sustainability background is a plus.
- Ability to clearly communicate both verbal and written technical information.
- Strong attention to detail and the ability to follow complex requests.
- Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
