Job Title: Environmental Engineer
Job Description:This position provides regulatory expertise, coaching and hands-on support to drive environmental compliance. The position delivers regulatory and company environmental training and applies requirements site-wide. It works and liaises with all levels of INEOS Aromatics and Styrolution employees, external agencies and peers throughout the Company to improve environmental performance. The position has site-wide programmatic scope and influences INEOS Aromatics and Styrolution personnel, contractors and incident investigation teams. There are no direct reports, and minimal discretionary spend authority associated with the position. The Environmental Engineer provides air regulatory expertise, compliance permitting, program development, agency interface and reporting for the Texas City Site. This position is a champion for site environmental compliance processes and actively engages all levels of the workforce across the Operations, Maintenance, and Projects teams to enable continuous improvement. Grade 33/34 dependent on experience.
Responsibilities and Accountabilities:- Provides expertise, coaching, consultation, and hands-on support to customers across the Texas City Site including regulatory for INEOS Aromatics and Styrolution Group standards.
- Monitor site performance against permit requirements and identify opportunities to continuously improve.
- Prepares and presents agency documents such as air permits, emission reports, incident reports, variance petitions and other surveys.
- Performs emissions calculations and understands the impact of various operating conditions on emissions.
- Assists in the selection of air pollution control technology for new or modified equipment.
- Reviews, interprets, and clarifies legal requirements applicable to the Texas CitySite, and takes initiative to ensure site programs comply with requirements.
- Understands management systems, OMS, and INEOS Aromatics and Styrolution Group standards and works with operations, maintenance and engineering teams to deliver programs that fulfill requirements and deliver performance results.
- Manages assigned environmental programs and procedures, monitors conformance and intervenes to improve performance.
- Develops and revises site environmental policies and programs.
- Develops and delivers environmental training to address regulatory and INEOS Aromatics and Styrolution Group standards, and site environmental policies, programs and procedures.
- Participates in incident management and emergency response teams as reqeusted.
- Interacts with external regulatory agencies and auditors.
- Monitors and audits environmental programs and practices and follows-up to improve performance.
- Networks with peers across the corporation to ensure consistency of interpretation of regulatory requirements and shares best practices.
- Provides support to turnarounds and projects and the Capital Value Process (CVP).
- Analyzes site environmental data and trends, communicates results, and recommends interventions to improve performance.
- Conducts field reviews, audits, and investigations which involve environmental compliance performance.
- Understands how their work affects the environment. Sets performance objectives and provides leadership to minimize impact on the environment. Communicates the importance of these issues. Supports the site Environmental Management System (EMS).
- Compliance with and promotion of different behavioral and process safety initiatives and measures - supporting 20 INEOS SHE Principles, IGGN's, SHE KPI's, risk assessments, etc. These initiatives are reviewed on yearly appraisals.
Education and Experience: - Minimum of three years experience in Environmental management systems and regulatory affairs within a petrochemical or refining manufacturing facility - required.
- Experience with obtaining or renewing operating permits (ie. CAA, PSD, NSR, Title V)
- Experience in directly interfacing with state or federal regulatory agencies.
- Three plus years of experience in a manufacturing role, consideration will be given for personnel with broad multi-media skills or other expertise.
- BS in Engineering or related science field.
- The candidate should also have excellent verbal and written communication skills and possess the ability to work independently and collaboratively.
- Good interpersonal skills and a high degree of work organization are expected. Proven capability to learn and understand complex requirements.
- Must have excellent verbal and written skills in English.
