Job title: Environmental Engineer (Air) Reports to (title): Environmental Superintendent
Exempt Non-supervisory General Description: Performs engineering work to protect or improve air resources in order to provide a clean and healthy environment. The work requires professional knowledge of the principles, methods and techniques of engineering concerned with facilities and systems for controlling pollution and protecting quality of resources and the environment. Responsible for coordinating air quality programs to assure compliance with regulatory standards. Regulates and enforces environmental policies, programs and activities. Establishes standards, promotes improvements, and evaluates compliance.
Roles and Responsibilities- Manages air quality compliance programs.
- Completes Superfund Amendments & Reauthorization Act (SARA) reporting requirements
b. Completes Relative Accuracy Test Audit (RATA) and boiler emissions compliance
testing; submits associated reports
c. Completes emissions reports, volatile organic compounds (VOX) and nitrogen oxides (NOX) etc.
d. Completes annual refrigerant and chemicals inventory reports
e. Reviews and revise Startup, Shutdown and Malfunction procedures
f. Submits SSMP (Startup, Shutdown Malfunction) and Periodic Monitoring reports
g. Completes Prevention of Significant Deterioration evaluations and prepares air permit
applications
h. Completes Emissions Inventory Annual Report
i. Completes 30 day pre-startup and inspection notifications
j. Coordinates compliance testing
k. Develops best methods and monitoring strategies
l. Reviews and drafts responses to new regulations
m. Communicates impact of regulatory changes to staff
n. Analyzes monitoring and permit requirements for new installations and process
modifications
o. Responds to requests for information from regulatory agencies
- Completes Boiler MACT (Maximum Achievable Control Testing) periodic testing and reports
- Provides technical support to units.
a. Responds to requests for information/assistance from lab and units
b. Develops and presents lab and unit environmental training
c. Conducts annual ADEM inspections; follows up corrective actions
d. Assists in Turnaround (TAR) planning
e. Conducts Pre Startup Safety Reviews; analyzes
permitting requirements around power generation, etc
f. Conducts unit and Lab environmental audits
- Represents HSSE in infrastructure projects, group planning and reviews.
- Conducts project/process reviews to assess environmental impact
- Tracks progression of projects with impacts to the air program
- Participates in TAR reviews; makes recommendations regarding permits
- Assumes responsibility for related duties as required or assigned.
- Maintains a clean and organized work environment
- Attends meetings as required
- Attends training as required
- Complies with all HSSE programs, policies and procedures
- Serves on Incident Management Team
- Works with regulatory agency inspectors
- Submits annual budget figures
- Participates in environmental audits
- Performs special projects and miscellaneous duties as assigned
- Performs crisis management activities as required.

Education, Experience, Certifications Required: - Bachelor's degree in Chemical Engineering required
- Ability to interpret and implement local, state and federal environmental regulations
- Experience with implementing and/or managing regulatory programs for an operating unit or facility
- Working knowledge of air quality monitoring equipment and methods
- Project management experience
- Advanced PC skills
- Effective oral and written communication skills
- Effective presentation skills
- Strong interpersonal skills
- Ability to interpret blueprints, P&ID's and PFD's
Preferred Education, Experience, Certifications:
• A minimum of two years' experience within chemical manufacturing environment or managing environmental compliance programs or a minimum of two years engineering experience
