Tetra Tech Inc.'s Disaster Recovery division is currently seeking an
Environmental Manager.Duties and Responsibilities:
- Lead environmental assignments and supervise support staff assigned for environmental activities.
- Responsible for the daily environmental operations and ensuring they are performed in the most efficient manner.
- Ensure that program production targets of the Program's environmental reviews are met.
- Participate in meetings in support of the environmental activities.
- Ensure that evaluations, office and field reviews of activities to be funded by the Program are in compliance with applicable environmental laws, rules, and regulations.
- Analyze and provide recommendations on environmental mitigation measures that should/must be implemented as part of the Program-sponsored activities.
- Coordinate and ensure that Agency Consultation activities (e.g. consultation with the State Historic Preservation Office (SHPO)) are conducted efficiently and in compliance with the Agency requirements.
- Will be responsible to ensure that the environmental review has been performed and the addition of the PV System and/or Water Storage System will not invalidate that review; Verify Environmental Tier 2 Packages performed by Environmental reviewer and send package to PRDOH for review; Verify that the environmental review is approved by the PRDOH and signed; Verify that all mitigation requirements are captured (i.e., installation of PV panels on the opposite side of the street for historic homes) and completed; Maintains environmental compliance records from existing CDBG-DR Program documents from previous environmental reviews of selected applicants; Prevent overlapping executions from previous CDBG-DR Programs environmental reports; Provide technical assistance to environmental review personnel for each assigned case to be evaluated; Identify potential environmental liability issues and provide written documentation of findings to Program Management firm and PRDOH; Review, consolidate, and complete environmental compliance audit reports for the Program Manager's approval; Verify that all documentation is complete and stored in the PRDOH Grant Management System of Record.

Qualifications:
- Must have a bachelor's degree or higher in engineering, environmental sciences, or similar field.
- Must have at least three (3) years of experience in tiered environmental reviews for CDBG-funded activities.
- Must be located in Puerto Rico.
- A self-starter mentality and experience taking ownership of projects with limited direction.
- Ability to thrive in a low-ego, highly collaborative work environment.
- Excellent time management and organization skills, as well as the ability to execute multiple projects with overlapping timelines.
- Candidate must be in good physical condition, able to carry up to 35 lbs. while walking and possibly hiking, bend, lift relatively heavy loads, and tolerate some weather extremes (heat and cold).
- Written and verbal Spanish and English proficiency.
- Must possess a valid driver's license with a clean driving record without restrictions.
