THE DEPARTMENT is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery in order to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and is committed to its exceptional record of regulatory compliance and excellence.
THE OPPORTUNITYThe OCWR Strategic Communications Grants Manager and Recycling Education (Public Information and Affairs Analyst) plays a critical role in shaping the reputation of the department and providing educational outreach in support of state mandated waste diversion goals and resource recovery initiatives. The purpose of this position is to administer the department's grant programs relative to waste diversion, recycling and resource recovery objectives and to develop, implement, and manage educational outreach programs to meet state mandates. This position also manages critical internal and public facing meetings on behalf of the department. Key duties and responsibilities include, but are not limited to:
- Manage the grant program, tracking, software programs, applications and reports
- Facilitate state and federal grant applications on behalf of the department, including researching and vetting grants for OCWR in recycling, waste diversion and resource recovery, including coordination with all internal or external subject matter experts
- Coordinate OCWR educational outreach and collaborate with OCWR team members to develop, implement, track and report on educational outreach requirements supporting state mandates
- Manage quarterly meetings for both internal programs and external stakeholders
- Contribute content to internal and external news sources, including OCWR social media, internal newsletters, BOS newsletters, and websites
- Attend and represent OCWR at community events and public meetings
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIESThe ideal candidate will possess three (3) years of professional public information, public affairs, political science, and/or legislative affairs experience related to the above. The ideal candidate will also have one (1) year experience in grant writing and/or grant management.
In addition, the ideal candidate will possess experience that demonstrates strong knowledge and expertise in the following core competencies:
Professional & Technical Expertise- Strong knowledge of laws, regulations, policies, and procedures concerning grant management and program planning
- Knowledge of principles and practices of marketing material concept development and execution including graphic design, print production, social media, and web publishing
- Ability to research criteria, gather information and/or leads the information gathering process, analyze information, reference legislation and grants, and use technical and analytical expertise to develop findings and provide recommendations
- Proficiency with modern office technology, software, and operational specific business systems, equipment, and applications relevant to area of assignment
- Ability to plan and respond appropriately to media, staff events, and respond to public requests and inquiries
