Proposed Business - Chief Mechanical Officer (Mechanical Superintendent - Rail)
Role Purpose: To lead the asset management function including maintenance & repair of rolling stock, facilities, and a rail yard for a mid-size passenger railroad.

Knowledge and Experience:
- Minimum of 5 years' experience as a Mechanical Superintendent or key role in a "craft worker" capacity.
- 3 years' experience managing a workforce.
- Comprehensive understanding of Rolling Stock and Railroad operations.
- Experience of successfully influencing organizational culture and raising capability through a systemic approach.
- Experience of successfully implementing change in a heavily unionized environment.
- Experience managing a P&L with inventory management.
- College degree preferred.
- Must be fully dedicated and available to respond at all times.
- Must be a resident of Connecticut (or willing to relocate).
Key Accountabilities:
Planning and Reporting:
- Develop and implement engineering and maintenance strategies to achieve operational and business objectives.
- Ensure appropriate long term, medium term, and short-term planning for planned and unplanned maintenance and servicing.
- Analyze utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling.
- Responsible for the completion, reporting, and validation of monthly maintenance and renewals invoices, reports and monthly meetings with client.
- Monitor and assure compliance with function budget.
Standards:
- Implement effective corrective actions in respect of audits, investigations, incidents or reviews consistent with consultative arrangements.
- Establish and maintain technical or operational standards within scope of authority.
- Provide specialist professional capability within field of expertise to support business, operational and project activities.
- Develop and implement initiatives that support continuous improvement throughout the franchise.
- Monitor Rolling Stock activities to assure successful completion and compliance with operating agreement standards.
- Lead the ongoing development and improvement in the asset safety, reliability and availability.
- Monitor contractor/supplier compliance with specification and contract requirements.
- Assure adherence to the tendering process, evaluate, and recommend successful tenders for commercial and financial approval.
Maintenance and Works:
- Manage and maintain Rolling Stock to ensure that operations meet its service objectives and agreements.
- Manage the Rolling Stock to ensure that the performance objectives specified in the contract are achieved.
- In a cost-effective manner, maintain Rolling Stock assets to allow the achievement of optimum operational service reliability, and for ensuring that the condition of these assets incur no maintenance debt.
- Ensure Rolling Stock projects meet all required targets, and all proposed benefits are fully realized.
- Provide effective commercial leadership and development of direct reports.
- Create an open and honest culture and environment within the mechanical teams to increase employee engagement levels and to produce high performing teams.
- Manage, direct, and oversee the activities of all employees in the department for compliance with applicable Federal, State, and Company rules and regulations.
- Oversee the supervision of assigned personnel, which includes hiring, work allocation, training, and problem resolution; evaluate performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance.
