PLEASE APPLY IMMEDIATELY.** Under general direction of the Assistant City Manager or their designee, performs a variety of technical, administrative, analytical, and professional work involving a City-wide reduction and recycling program to meet the requirements of AB 939 (California Integrated Waste Management Act of 1989), SB 1383 (Short-Lived Climate Pollutants Act), and similar waste management and recycling mandates; organizes and participates in solid waste, recycling and organics programs designed to increase diversion of solid waste and increase recycling; communicates with internal and external stakeholders and collaborates with other agencies to ensure compliance and implement standards; assists with recycling and organics research and education, outreach and community awareness programs; prepares reports and presentations; and performs other related duties as assigned.

Essential Job FunctionsEssential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Prepares, implements, and monitors a comprehensive city-wide reduction and recycling program to meet the requirements of AB 939 and provides assistance with City-wide implementation of SB 1383 mandates; assists with monitoring and evaluation of incoming and existing recycling programs including curbside refuse, recycling, and organics collection programs; ensures compliance with applicable county, state, and federal legislation; assists with the development and implementation of grants, awards, and other sources of program funding; educates and connects edible food recovery organizations; develops public information strategies and written materials such as brochures, social media and marketing, and displays; organizes and coordinates participation in special recycling events, procurement requirements, capacity planning, and other functions; assists in procuring and securing bids, proposals, and administering contracts for recycling-related services; investigates and responds to public inquiries and complaints regarding the City-wide recycling and solid waste program, recommending corrective actions; serves as staff representative at committees and public agency meetings; may be assigned to special projects; and performs other related duties as assigned. Maintains regular attendance.
Qualification GuidelinesTo qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities; and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Education and Experience:Graduation from an accredited four-year college or university with a Bachelor's degree in Public Administration, Business Administration, Environmental Science, or closely related field with a minimum of one (1) year experience in administrative and/or technical work, performing solid waste collection, waste reduction, and/or recycling programs; must have knowledge in the development, coordination, and/or implementation of waste reduction or recycling program. Experience in government and a Master's degree in a related field are highly desirable.
Knowledge of:City, federal, state, and government agency laws and regulations pertaining to solid waste management programs, recycling, and organics; materials, equipment, and methods used in waste reduction and recycling activities; waste audits, waste characterization studies, and methods to reduce and recycle solid waste; general knowledge of emerging technologies and waste collection separation, transportation, recycling, and disposal operations; safe work practices and procedures; effective training, coordination, and evaluation techniques; public relations and effective customer service techniques; and City government organization, services, and functions of municipal government.
Ability to:Coordinate, implement, and evaluate solid waste and recycling programs, organics, and related projects; analyze and interpret federal, state, and local laws and regulations relating to recycling and waste reduction; work with a diverse group of people, including community stakeholders; work independently exercising good judgment and decision making skills; identify areas to utilize outreach resources; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; interact and communicate effectively with officials, the public, and industry professionals and regulators; represent the City at business and community meetings; establish and maintain cooperative working relationships; provide effective customer service; assemble and analyze information and prepare reports in a clear manner; and operate modern office equipment and specialized software application programs.
Licenses and CertificatesPossession of and ability to maintain a valid Class "C" California Driver's License is required.
PHYSICAL DEMANDS:Ability to lift up to 25 pounds; prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office and outdoor activities; grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard; near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service; and get from one location to another in the course of doing business.
WORK ENVIRONMENT:Work is performed outdoors and in a standard office setting. Employee will be required to travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust or potentially hazardous chemicals. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public. Employee schedule may be subject to occasional weekend work when assisting with special events.

Effective January 1, 2013, new members to CalPERS or an agency with CalPERS' reciprocity will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive 2% @ 62 benefit formula underwhich the employee pays 7.75% as a contribution to the PEPRA plan. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six-month break in service between employment in a CalPERS (or reciprocal) agency will be enrolled in the 2.7% @ 55 benefit formula underwhich the employee pays 8% of the employee contribution to PERS. The City offers a Section 125 cafeteria benefit plan. The City does not participate in the Social Security System. City paid leave time (sick, vacation and holiday) available in accordance with City policies.
