Here's where you come in: As a Response Programme Director you will oversee multiple teams, including grant acquisition and management (GAM), MEAL, information management, and partnering. The role seeks a senior leader capable of positioning World Vision strongly and sustainably within the humanitarian response, and with key UN, government, and donors. Responsibilities include:
- Drive strategy design and support Response Management of its implementation.
- Secure resources to support the Response Strategy implementation.
- Ensure mechanisms are in place to ensure grants are managed and reported in compliance with WV and donors' requirements with the support of other functions.
- Ensure project designs are of technical quality (with the support of Technical Advisors), align with Response Strategy, evidence-based and in line with donors' priorities.
- Ensure functioning and sustainable knowledge management systems are in place to ensure timely and accurate reporting, as well as to promote learning and good practices in the response.
- Improve and maintain sustainable and equitable partnerships with both local and international organizations.
- Ensure effective and high-quality monitoring, evaluation and accountability results across the response and results will be shared effectively to inform project design and implementation.
KEY RESPONSIBILITIES Staffing & People Management- Establish, resource and staff the programmes unit which consists of programming, MEAL, IM and Partnering functions.
- Lead a team with a shared vision, teamwork, effective communication, and active engagement in decision making and management approaches, as well as ensuring staff care measures are in place and followed.
- Promote high team morale, especially within highly stressful fragile contexts and environments.
- Champion performance management mechanisms, ensuring full participation and quality results to promote staff engagement and a culture of excellence.
- Be committed to actively working and living in accordance with WV's Mission, Values and Christian beliefs.
- Cultivate an atmosphere of staff empowerment and motivation leading to active participation in programme initiatives, lead by example, and actively engage with all staff.
Strategy Formulation- Provide leadership in strategy formulation, planning implementation and monitoring to ensure alignment with WV priorities, regional context, donor priorities and the Humanitarian response plans.
- Lead a response strategy that will enable World Vision to respond to the needs of crisis-affected populations.
- Ensure that this strategy drives programming such that proposals, annual operating plans and budgets are in alignment with the approved strategy.
- Adjust strategy appropriately as situation evolves.
External Engagement and Stakeholders Management:
- Support external engagement and ensure that an up-to-date donor-engagement exists and that relevant staff are equipped to adopt and implement the plan in collaboration with WV offices and communication and advocacy staff.
- Develop close relationships with donor & UN agencies, and explore opportunities for deepening their engagement with World Vision.
- Actively engage prioritized WV fundraising offices to raise the visibility and credibility of the response program.
- Lead GAM to work closely with the communications team to profile the impact of the grant portfolio to specific, prioritized donor audiences.
- Participate in hosting high profile donors and partners with a view to deepening their understanding and engagement of programmes.
- Represent the response program at key national and international forums.
Grant Acquisition- Oversee the management of the GAM lead to manage:
- Provide leadership to raising the grant portfolio of WV to resource response strategy.
- Manage and develop capacity of GAM and Technical staff on donor scoping and intelligence gathering aligned with the priorities of the response program.
- Oversee the development of innovative and compelling concepts and proposals to prioritized donor audiences.
- Proactively engage support offices in donor positioning, planning and management of grant application, grant matching and allocation of Private Non-Sponsorship (PNS) funds to pilot or scale compelling evidence-based programming and address the FOs' programming needs.
- Keep funding matrix with GAM to track opportunities status.
Grant Management- Supervise the GAM lead to manage:
- Start-up of new grants and a smooth transitioning process from grant acquisition to implementation through very close planning and cooperation with the Operations department and Project Managers.
- Ensure effective use of the Grant Health and Performance Tracker (GHT) dashboard across Response Program's portfolio. In collaboration with Operations, Finance and Compliance departments, analyse and identify risks and challenges in a timely way and prepare effective management reports on WV's grants performance. Escalate identified grant compliance risks to the Response Director in an appropriate manner swiftly.
- Actively engage support offices for grant compliance capacity building of staff and partners in M&E, compliance management, and research and documentation.
- Closely work with Operation (Project Manager) to ensure robust project monitoring mechanisms are in place.
- In cooperation with Security and Compliance department and the Response Director, oversee the Grant Agreement, Sub-grant agreement and MoU design, signature and implementation processes in accordance with WV policies. Signing authority lies with the Response Director and or his/her designee.
Quality Assurance and Accountability Supervise the M&E leads to:
- Conduct assessments, monitoring, evaluation and lesson learnt as per partnership and donors' requirement with quality and in good time.
- Ensure findings are communicated to stakeholders effectively and are able to inform project design and implementation.
- Ensure the MEAL team is functional and responsive to the response need and evolving context.
- Support operation and GAM to establish reporting systems that cater for donors' and partnership requirements and ensure timely and accurate reporting.
Supervise the Humanitarian Accountability leads to:
- Establish a functioning humanitarian accountability mechanism that aligns with WV and international standards.
- Ensure feedbacks are communicated to stakeholders, including community members, effectively and able to inform project design and implementation.
Information Management Supervise the IM leads to:
- Establish and maintain a functioning information management system to capture project progress, achievement and learning which is accessible to stakeholders.
- Share information, including analysis, with internal and external stakeholders on a regular basis.
- Ensure data practices adhere to data management policies and protocols both within and beyond WV.
- Ensure responsibilities for implementing internal communication protocols are assigned to specific roles.
Partnerships- Supervise the Partnering Team leads to:
- Develop partnering plans to serve response needs.
- Coordinate potential partner identification mapping and prioritization.
- Ensure all partners are screened according to WV and donors' standards and have formal agreements in place.
- Develop capacity strengthening plans and coordinate capacity strengthening initiatives.
- Design and implement a monitoring system for partners.
- Design and implement a partnering evaluation system and feedback mechanism.
Required Education, training, license, registration, and/or Certification- Master's degree in humanitarian, community development, development management, international development, sociology or other related fields.
- Thorough understanding of development principles.
- Good understanding of SPHERE, WV and other international relief standards.
Required Professional Experience- A minimum of 5 years in a leadership role in the humanitarian assistance and/or development sector, with a significant portion of this in INGOs.
- 8 years' experience in humanitarian assistance work including significant field presence.
- Projects with a proven record of winning grants.
- Deep understanding of humanitarian work, especially humanitarian resource development and donor strategies, concepts, approaches and processes. . click apply for full job details
