Summary:The Project Manager - Environmental will report to the Director - Environmental Permitting and Compliance and will lead environmental siting and permitting for new growth pipeline and facilities projects.
Essential Functions:- Oversee environmental permitting for pipeline and facilities projects including preparation of state and federal authorization requests. This will include U.S. Army Corps of Engineers (USACE) Section 404 of the Clean Water Act (CWA) and Sections 10 and 408 of the Rivers and Harbors Act, Federal Energy Regulatory Commission (FERC) 7(c), Section 106 of the National Historic Preservation Act (NHPA) , Section 7 or 10 of the Endangered Species Act (ESA), as well as construction stormwater permits, hydrostatic test discharge permits, HDD mud landfarming permits, and other federal, state, and local authorizations as required.
- Understand and maintain knowledge of relevant environmental regulations, such as CWA, ESA, National Environmental Policy Act (NEPA), NHPA, and Rivers and Harbors Act Sections 10 and 408.
- Work within a multidisciplinary project team to explain environmental requirements associated with a project and ensure compliance with those requirements. Provide weekly updates related to environmental activities to the Project Director and the Director - Environmental Permitting and Compliance.
- Interface with regulatory agencies for permit development and compliance.
- Oversee and review the execution of natural and cultural resource surveys, as well as the preparation of associated reports, permit applications, and consultations.
- Develop and maintain strong working relationships with internal and external stakeholders including project team members, regulatory personnel, and third-party contractors.
- Prepare cost estimates and proposal requests. Review proposals and document contractor selection process.
- Supervise contractors, subcontractors, and field personnel.
- Prepare project scopes, cost estimates and permitting schedules and manage environmental project budgets.
Requirements:- Minimum of a BS Degree in environmental or biological science, geology or related field.
- 6 years of experience in a related position. 10+ years of relevant experience preferred.
- Consistent project permitting experience (specifically linear project permitting experience), under the CWA (e.g. Nationwide Permit 12 and Individual Permit), NEPA, Natural Gas Act, ESA, NHPA and relevant state permits.
- Experience and understanding of USACE permitting processes, including Section 404, Section 10, and Section 408.
- Experience and understanding of the FERC 7(c) permitting process.
- Must be able to multi-task, prioritize work and adapt to changing due dates.
- Demonstrated organization, attention to detail and communication skills.
- Ability to manage work load independently and deliver timely and accurate results.
- Capable of working well under restricted timelines and in a high-pressure, fast-paced environment.
- Ability to provide excellent customer service across all levels of the organization.
Preferred Qualifications:- MS Degree in environmental or biological science/geology/engineering or related field.
- 6 or more years of experience in pipeline permitting for crude oil, natural gas, and refined products.
Working Conditions:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
1.Usually, normal office working conditions.
2.Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
3.Periodic overnight travel up to 25% may be required.
