Enhancing its environmental credentials, the station features a Selective Catalytic Reduction (SCR) system utilizing 29% aqueous ammonia for emissions control. Together, these components enable the station to deliver a robust nominal output of 240 MW.
Opportunity SummaryThe Environmental Manager is responsible for leading the implementation, coordination, and execution of environmental programs within the plant. This includes ensuring that all environmental functions are performed reliably, efficiently, and in strict compliance with federal, state, and local regulations, permit conditions, company policies, and community commitments. The Environmental Manager also plays a key role in maintaining strong relationships with plant management, employees, regulatory agencies, corporate stakeholders, and community members, while ensuring the plant's environmental practices meet or exceed regulatory standards.
Environmental- Coordinate, oversee, and implement daily multi-media environmental programs, policies, and procedures to ensure compliance with federal, Virginia state, local, and site-specific permit, and regulatory requirements.
- Ensure timely completion of Continuous Emissions Monitoring System (CEMS) reporting, in line with Title V permit requirements, as enforced by the Virginia Department of Environmental Quality (VA DEQ) and the U.S. Environmental Protection Agency (EPA).
- Compile and submit monthly, quarterly, semi-annual, and annual reports. This involves monitoring, recordkeeping, data interpretation, and ensuring timely submission to VA DEQ and relevant federal agencies for all regulatory programs, including air, water, waste, and chemicals.
- Ensure continuous compliance with stormwater pollution prevention requirements, particularly those specified by VA DEQ. When applicable, collect and analyze stormwater drain samples during rain events to prevent chemical or oil contamination, and report findings to the relevant regulatory agencies.
- Implement discharge prevention measures, including procedures for routine product handling. Provide recommendations to the facility owner on wastewater and water sampling procedures to ensure compliance with National Pollutant Discharge Elimination System (NPDES) requirements, as overseen by VA DEQ.
- Maintain multi-media environmental compliance plans, such as SPCC/FRP, CEMS QA/QC, and SWPPP.
- Support the facility owner in interfacing with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, assisting with permit modifications and renewals, and preparing routine compliance reports and communications.
- Maintain the company's Environmental Management System (EMS) filing system.
- Serve as the primary point of contact for meetings with regulators during compliance visits from VA DEQ and other agencies.
- Coordinate and conduct Environmental Health and Safety (EHS) training for all plant personnel.
- Any other reasonable task as assigned by the Plant Manager.

- Involve all NAES teammates in the activities.
- Analyze result, write work orders, train, and educate to eliminate hazards, at-risk behavior and meet company regulatory requirements.
- Conduct Regular Observation Tours: Conduct no less than two safety observation tours of high-risk activities e.g., confined space to verify that employees are performing the work in accordance with safe practices, company procedures and OSHA regulations.
- Regular and Frequent Contacts: conduct one-on-one contact sessions with workers to discuss safety issues, communicate expectations and coach safe behaviors, e.g., whether the employee is wearing all required personal protective equipment.
- Respond to Incidents: respond to all safety-related incidents including, but not limited to injuries, incidents and near misses; write a report that explains what happened, identify the cause, and recommend corrective action following any established business unit or division practice. Follow up as necessary to ensure that corrective action is taken.
Working RelationshipsThe Environmental Manager reports to the Plant Manager and coordinates activities with the Operations and Maintenance Manager and the Administrative Supervisor. This role also interfaces with contractors and original equipment manufacturer (OEM) personnel to ensure necessary support and coordination.
Additionally, the Environmental Manager maintains a close working relationship with NAES corporate Environmental Support Services groups, as well as the Client's corporate contacts.
Physical Requirements and Working ConditionsPower plant environment. Physical requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing for extended periods, requiring stair and ladder climbing and routinely lifting up to 50 pounds.
Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Work with hazardous materials may be required.
Fitness for DutyAll employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work ScheduleRegular scheduled workdays are Monday to Friday during regular dayshift hours. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.
CompensationInitial starting compensation will range from $100,000 to $120,000 and will include an annual performance bonus.
Job Qualifications- Bachelor degree in environmental compliance, engineering, or related field or equivalent technical training knowledge and experience desired. Certification as Level 5 HAZWOPER desired.
- Experience in environmental compliance at an operating facility is desired. This experience will preferably come from a power plant or power-related industry in order to understand plant operations so that opportunities to reduce both environmental and safety risks and costs can be aggressively sought and proposed.
- General knowledge of power plant operations is desired, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
- General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management with at least one specialized area of knowledge at the regulatory requirement level.
- General knowledge of applicable safety statutes and regulations.
- Experience using continuous emissions monitoring (CEMS) software, as well as state and federal electronic reporting systems is desired.
- Must be able to deliver training material in a manner easily understood.
- Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly.
- Excellent interpersonal skills and a record of building consensus among internal and external parties.
- Excellent writing and analytical skills and an ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
- Excellent MS Word, Excel, PowerPoint, Project skills.
- Must possess and maintain a valid Drivers License at all times.
