Family Promise of Tualatin Valley's (FPTV) mission is to equip vulnerable families and individuals to end the cycle of homelessness through a community-based response. We accomplish this by providing emergency shelter and wraparound services that include case management and housing navigation, for up to 70 households in our Tigard "Bridge to Home" shelter. We also work with folks facing eviction to keep them housed through landlord mediation and rental assistance.
FPTV was formed in October 2017 as a grassroots effort to address family homelessness and is an affiliate of a national organization. We opened our doors to children and their families in March 2019 by hosting 3 to 5 families at a time in a rotational shelter model. With the onset of the COVID-19 pandemic, we moved to a hotel-based model and were able to expand the number of households we serve to 40 by the end of 2021.
In June of 2023, through a Project Turnkey state initiative, partnered with support from Washington County and the City of Tigard, we purchased a 114 room hotel to use as a permanent shelter site. The site is providing up to 70 rooms of shelter and undergoing a funded, $4 million renovation.
Overall in 2023, FPTV provided 39,270 shelter bed nights, more than 98,000 meals, hosted 56 pets and had 77% of our households transition into stable housing! We also helped more than 500 individuals keep their housing through our eviction prevention program.
The future of FPTV includes shelter, transitional housing, wrap-around services, advocacy, and dedication to ending homelessness.

Role Responsibilities:

Location: This is an in-person position with flexibility for hybrid work.
The Executive Director will lead FPTV in its primary mission of equipping individuals and families to end the cycle of homelessness through shelter, wrap-around services, rapid rehousing, eviction prevention, and advocacy through its talented staff, volunteer base, and facility, a 100+ room building on nearly three acres. As a government funded nonprofit, FPTV is looking to expand its fundraising base as well as maintain a strong presence in local and state advocacy for homeless services.
The Executive Director organizes, aligns, and deploys the organization's resources across its strategic initiatives and towards fulfilling its mission while instilling the FPTV values-based culture throughout. The Executive Director brings a broad administrative skill set and their voice. Critical thinking, lived-experience, and thoughtful analysis add to the value our Executive Director brings to the challenges of homeless services, transitional housing, and trauma-informed management. They understand the work involved and the importance of celebrating successes leading our fundraising, advocacy, and engagement with staff and community.
Essential Duties and Responsibilities
Organizational Leadership:
- Collaborates with the Board of Directors to form strategic goals and action plans that are consistent with FPTV's values, financial resources, and talent.
- Identifies opportunities, risks, and liabilities. Forms and deploys plans to address them.
- Leads multi-directional communication with staff and Board of Directors about progress toward strategic goals, including accomplishments, opportunities, barriers, and risks. Makes recommendations to the Board.
- Leads policy development and deployment.
- An Administrative Coordinator assists the Executive Director with department level projects and Board related activities.
- Strikes a balance between day-to-day operating issues and strategic development initiatives.
- Ability to position the FPTV for solid long-term growth, including developing a balanced funding portfolio between government and private sector.
- Supervises department management: Programs, Fund Development and Communications, Finance and Administration, Facility Operations, and Volunteers.
- Optimizes the management and reporting structure, considering organizational capacity to effectively implement strategic plans.
- Equips and empowers leaders to implement strategic plans and meet goals.
- Cultivates an inclusive environment and positive culture where staff are engaged, achievements are recognized, diversity is valued, and individual and collective accountability is fostered.
- Develops leaders within FPTV through guidance, knowledge transfer, skill development, and empowerment.
Program Management:
- Supervises the Director of Programs to provide shelter, housing, and wrap-around services.
- Understands and invests in ongoing evaluation and meeting reporting requirements for case-management. Prioritizes the organization's understanding of, and compliance with, government requirements for shelter services and housing, including but not limited to Fair Housing laws.
- Promotes the collection, documentation, organization, and reporting of data for use by FPTV and as required by grantors.
- Assesses FPTV needs, community needs, and community resources to develop partnerships for service provision.
Fundraising and Communications:
- Supervises the Fund Development Manager to create and implement fundraising strategies and plans for organizational sustainability.
- Serves as the face of FPTV with funders, community groups, individuals, government agencies, and media.
- Collaborates to support funding relationships, portfolio-building, and contract management.
- Collaborates to develop and amplify messaging on the website, newsletters, and the annual report.
- Promotes Board engagement and networking that supports development and fundraising activities and events.
- Leads and engages in community advocacy with local, state, and regional governments. Serves on community committees, developing effective partnerships and referral pipelines.
Finance and Administration:
- Supervises the Director of Finance to manage finances, budgeting, and reporting; and provide human resources and information technology support.
- Reviews monthly financial reports and activities for consistency with budget, controls, and strategic priorities.
- Bridges the communication and relationship between the finance functions and the Board Treasurer and broader Board of Directors.
- Serves as the legal agent/signer for contracts, audits, insurance, etc.
Facility Operations:
- Supervises the Operations and Facility Manager.
- Reviews and guides the Operations and Facility Manager with project management for major construction, remodeling and on-going maintenance of physical assets.
Candidate Qualifications:
Qualifications:
- 5+ years senior leadership in nonprofit, homeless services, social services or other community supported organization.
- 5+ years of experience building and reporting on financials and budgets.
- 5+ years of experience in Program Management including evaluation, reporting, trauma-informed service provision.
- Experience overseeing and monitoring capital investment, construction, and property management.
- Experience building relationships with community members, government leaders, contractors, funders and clients.
- Understanding of government contracting.
- Participation in advocacy and community engagement activities.
- Trauma-informed training related to client engagement and staff management.
- Capacity to respond to the occasional crisis in a rapid and effective manner.
