Senior Finance Manager, Global IPLC Center & CLSP Conservation International protects nature for the benefit of humanity. POSITION SUMMARY - This position is based in Arlington, VA Recognizing that nature can be at least 30% of the solution to limit global warming to 1.5 degrees Celsius and is essential for people and nature to thrive, Conservation International works with partners and companies in coalition to support nature conservation and restoration priorities around the globe. The Senior Finance Manager is responsible for the financial management of CI's Global Indigenous Peoples and Local Communities Center (IPLC) as well as its Community Led Solutions Partnership (CLSP)Division. This position reports to the Senior Director of Finance and Operations in coordination with the SVPs for the two divisions. The Senior Finance Manager oversees and performs financial reporting and analysis, prepares and manages division and project budgets, oversees project audits and donor reports, prepares cost proposals, and supervises the staff responsible for data entry, administration, and logistics for these units. This position also ensures compliance with donor and CI policies regarding the use of funds and administration of projects. RESPONSIBILITIES Business Development Lead the cost proposal process for fundraising efforts including support with PARS, ensuring donor budgets adequately support project implementation costs, and ensuring adherence to institutional policies and procedures in the cost proposal. Organize and guide the transition from technical proposal development to financial proposals Support the development and management of multi-year divisional operating budgets to inform discussions on long-term funding status and needs, potential shortfalls, and funding gaps. Manage the tracking of the current and prospective funding pipeline. Budget Management Generate Program financial reports for internal parties, external parties, and donors from CI's financial system, as directed. Update the Divisions' annual operating budgets monthly to ensure the revenue allocations and expense budgets reflect current information and provide an accurate forecast of expected project expenses. Manage and/or oversee cost allocations that are to be coordinated with CI finance, for example, occupancy costs. Develop annual project budgets aligned with work plans for approval by donors, in collaboration with project managers. Public Funding portfolio management and engagement with donors Update Project expenditure projections on a monthly basis as required throughout the period of the project. Support the Divisions' project managers by providing and projecting accurate, timely financial data and projections. Financial Management and Analysis Oversee the timely, complete, and accurate recording of accounting transactions including payment requests for vendor and contract invoices and oversight of contract agreements. Ensure expense reports and timesheets are submitted timely and accurately. Ensure timely and accurate preparation and processing of travel agreements. Ensure compliance with CI policies and procedures and donor reporting requirements. Oversee Vendor Master Files with timely and accurate vendor payment processing and execution. Review the Program's detailed transaction list on a monthly basis to ensure costs charged to the Program are complete, reasonable, allowable and allocable based on donor agreement and CI policies. Oversee preparation of invoices for donors and monitor the Program's cash receipts and cash flow to ensure sufficient funds are available to meet operational and strategic needs. Ensure the financial management system is updated with all amendments, reporting, and important donor communication. Ensure preparation and submission of Monthly Planner, update meeting finance deadlines including monthly updates to Divisions' SVPs. Manage project and/or program-specific audits and evaluations. Management and Procurement Oversee procurement process for both divisional and project level needs, including the development of terms of reference, scopes of work, requests for proposals, and quotes ensuring compliance with donors and CI's procedures for various types and thresholds. Liaise with the Grants & Contracts Unit on sub-grants and sub-contracts financed by program funds on issues impacting financial reporting, donor compliance, procurement methods, and issues related to adherence to donor terms and intent. Manage the incoming award process, ensuring all donor agreements, amendments, and other revenue sources are accurately reflected in CI financial systems. Other Duties Supervise the Senior Coordinator of Operations and Finance at the Global IPLC Center. Advise staff on donor requirements and provide training on policies as needed to ensure compliance. Other duties as assigned by supervisor. WORKING CONDITIONS Typical office environment. Ability to work extended hours occasionally to meet deadlines. This position follows a hybrid work structure, working some days from the office and some remotely. Guidance will be shared during the interview process. QUALIFICATIONS Required Bachelor's degree or equivalent in Finance, Accounting, Business Administration, or a related field. 5 to 7 years of direct work-related experience. International nonprofit experience. Strong analytical skills. Highly familiar with etiquette, protocol, and employing cultural awareness and sensitivity. Proven team player. Highly organized and able to manage multiple priorities simultaneously in a dynamic environment. Proven track record in financial planning, reporting, budgeting, and analysis. Proficiency in financial software and systems. Ability to collaborate effectively with cross-functional teams. Preferred Experience with Business World ERP system.
