This position is in Norco's Technology Department and the primary function is to support the development and execution of Norco Manufacturing Complex small capital projects. The department supports both Chemicals and Manufacturing (Refining) Assets. The projects typically range in size from $0.2 to $75 mil and typically this role is responsible for 5 to 20 projects depending on size and complexity of the projects.
One of the primary responsibilities is the development of the process design. For low complexity projects (i.e. - equipment purchases, etc.) this position may have to obtain vendor quote's but will have limited if any responsibilities with purchasing and construction. For larger more complex projects this role is responsible developing the project premise document, Process Flow diagrams, H&MB, Red-lining P&IDs, Basis of Design Document, and validate the business case. Also, in the IDENTIFY and ASSESS phase this role will work with project schedulers and estimators to develop the preliminary schedule showing major milestones and develop an order of magnitude estimate based on equipment count.

Responsibilities:
- In front end development this role will need to develop the basic data (flow rates, compositions, intermediate & final product specifications, pressure, temperatures, validate the business case justifying the project, etc.) and complete the other front-end deliverables (i.e. - economic analysis) necessary for the project to proceed into the next project phase
- Prepare mark ups of PFDs and P&IDs
- Develop the scope of work to be performed by the engineering firms for the various stage gates.
- Develop the initial project schedule/timeline and order of magnitude estimate based on equipment count
- Is responsible for managing the integrated technical team to deliver the final process design. Ensures the process design team provides the necessary data to finalize documentation as defined by the PCAL/DCAF (site requirements). Examples of PCAP deliverables include:
- Feasibility Report
- Basis for Design
- Process Flow Diagrams and Heat & Material Balance
- Line lists
- Necessary equipment data sheets
- Preliminary and final safeguarding studies
- Flare impacts
- In the ASSESS phase this role is responsible to inform customers and stakeholders the status of the project.
- Expected to fill the Process Engineering TA3 role for specific project deliverables. TA2 in general process engineering is preferred, but not a requirement.
- Leads and facilitates resolution of key investigations related to process design.
- Supports the Front Development Manager (FEDM) to align key stakeholders.
- Will follow the project thru commissioning and start-up phase and will provide process/technical support through the life of the project. (i.e. - OMAR, PHA, MOC, RCM, ESP, 3D model reviews, sign offline lists, participate in MOCs, participate in hazop, review new or modified procedures developed by the project etc.)
- Will be the liaison between the assigned Production team and the Asset Development Team
Education and Experience:
- BS in Chemical Engineering, other engineering disciplines will be considered with appropriate experience.
- Prefer 5+ years of supporting a (chemical or refining) manufacturing site with a broad range of unit experience is preferred.
