The managing director is expected to have a proven track record of leading large teams in the area of global or public health, and/or disaster management and response. The candidate should be able to identify and capitalizing on business development opportunities with external partners and managing fiscal responsibility over substantial budgets with strong financial acumen. This executive role requires vision, exceptional leadership, and the ability to drive impactful programs in a government agency, as well as to work collaboratively with colleagues in a matrixed organizational environment. As the leader of the Global and Public Health Division, the managing director is responsible for the overall performance of the work programs that support the agencies in the Division’s area of responsibility, as well as the work program business development. To optimize Division work programs, innovation and collaborative co-creation with Sponsors and others in CTH and across MITRE and our Alliance partners, to create innovative approaches to current or emerging challenges. In addition to primary responsibility for the Division work programs and initiatives, the managing director is expected to work collaboratively with other CTH managing directors and other leadership, to advance shared CTH strategic and operational goals, and assist colleagues when possible. In addition to working across CTH, the managing director will work across the whole of MITRE and the Alliance to bring the full capabilities of the organization. As the primary point of contact with the agencies involved in global and public health, disaster preparedness and responses, and the White House and the HHS Office of the Secretary, and related offices, the managing director is expected to develop a trusted professional relationship with those leaders, as well as foster engagement with the senior and operational leaders in the Division areas of responsibility, as well as work across the CTH and whole of MITRE. The managing director will serve as a strategic and planning partner for the CTH VP and Deputy Director. The managing director will engage in the professional and leadership development of Division staff. Department Summary: The MITRE Center for Transforming Health (CTH) is a leader in innovation related to health policy and technology. CTH is dedicated to supporting our government Sponsors in the Department of Health and Human Services (HHS) and Federally Funded Research and Development Center (FFRDC) operations to address complex health challenges through innovative research, development and implementation. One of MITRE’s core missions is in support of efforts to equitably improve global health, global health security, public health, and general wellbeing. This includes international and national health initiatives such as disease monitoring and detection, security of the health system, other public health services, health and healthcare systems access, and access to other health and human services that promote wellness in our communities and the population as a whole. Roles & Responsibilities: Strategic Planning and Execution: Develop and implement strategic plans that align with the organization's mission and goals. Oversee the execution of large-scale global health and global health security projects, as well as disaster management, preparedness and response, and pilot programs, ensuring they are delivered on time, within scope, and within budget. Oversee the execution of large-scale public and global health projects and pilot programs, ensuring they are delivered on time, within scope, and within budget. Oversee the execution of large-scale disaster management, preparedness, and response, and pilot programs, ensuring they are delivered on time, within scope, and within budget. Oversee the execution of large-scale human service and community projects as well as pilot programs, ensuring they are delivered on time, within scope, and within budget. Promote program simplification and the reduction of the internal agency administrative processes and operational efficiency, as well as reducing the administrative burden of those accessing those services or meeting regulatory requirements. Monitor and evaluate the impact of programs and initiatives, adjusting strategies as needed to achieve desired outcomes. Serve as a strategic thought and planning partner to the CTH VP and Deputy Director. Growth Strategy: Identify and pursue new opportunities to collaborate and provide assistance to the government Sponsors in the managing directors area of responsibility, as well as other key stakeholders. Support and collaborate with other CTH managing directors, as well as others at MITRE, to advance CTH and organizational goals. Develop and maintain strong relationships with government agencies, international organizations, and other partners to advance the organization’s mission. Lead proposal development and negotiations to secure funding and resources for key projects and initiatives. Lead initiatives focused on disease monitoring and detection, particularly in underserved and high-risk regions to combat global and public health concerns to include diseases, outbreaks, supply chain risks. Collaborate with global and public health organizations to enhance surveillance systems and rapid response strategies. Lead initiatives in disaster preparedness and response and work in collaboration with other MITRE Centers/FFRDCs and Sectors. Promote efforts in global health security. Identify approaches to engage community and state efforts in national global and public health efforts. Impact on Global and Public Health, Disaster Response and Human Services: Enhance global and public health awareness and impact through work program development and strategic partnerships. Work with international stakeholders to implement health programs and health outcomes in diverse populations. Oversee the development and management of a robust global health and supply chain advisory efforts to improve the efficient equitable delivery of medical supplies, production and resources. Provide expertise to improve vaccine development initiatives, from research & development to distribution and implementation. Oversee and develop improved responses to national disasters, its preparedness and response ability. Oversee the development and management of innovative public health and human service programs and pilot programs that will improve equitable access to health and healthcare services that will improve community and individual health and wellbeing. Collaborate with government agencies, researchers and academia, private sector actors, and the whole of MITRE and the Alliance to advance efforts in global and public health. Financial Management: Manage the organization’s budget, ensuring financial sustainability and accountability. Oversee financial planning, reporting, and analysis to support strategic decision-making. Ensure compliance with all financial regulations and policies, maintaining the highest standards of fiscal responsibility. Stakeholder Engagement: Represent the organization at national and international forums, conferences, and meetings. Communicate effectively with internal and external stakeholders, including government officials, partners, sponsors and media as necessary. Advocate for the organization’s mission and priorities, influencing policies and funding decisions. Leadership and Team Management: Provide visionary leadership to multidisciplinary teams, fostering a culture of innovation and cross collaboration, and excellence. Mentor and develop senior leaders and managers, ensuring the growth and success of the organization’s talent pool. Oversee the recruitment, retention, and performance of top-tier professionals across the various departments. Integrate new leadership opportunities as the organization evolves its current structure and job responsibilities to further advance the organization impact. Basic Qualifications: Requires a minimum of 15 years of related experience in Global Health and/or Public Health, Disaster Management and Response, and/or Human Services, a Masters in Global or Public Health or a related field and 10 years of experience in Public Health, Health Policy, or Global Health or Disaster Management or Human Services, a bachelor’s degree and 12 years of experience in Public Health, Health Policy, or Global Health or Disaster Management or Human Services; or a PhD with 8 years’ experience in Public Health, Health Policy, or Global Health or Disaster Management or Human Services; or equivalent combination of related education and work experience. Demonstrated success in leading large, diverse teams and managing complex projects of national or global impact. Proven ability to develop and execute business development strategies, particularly with government sponsors. Proven ability to work collaboratively with other leaders and lead in a matrixed corporate environment. Strong financial acumen and experience managing large budgets. Exceptional communication, negotiation and interpersonal skills. Ability to travel domestically and internationally as required. Must be eligible to obtain a Top-Secret Clearance. This position requires a minimum of 4-days a week on-site. Preferred Qualifications: Proven track record in developing and managing global and/or public health, disaster management and response, or human services, projects and programs. National security experience collaboration or project effort experience is preferred. Experience with programs related to disease management, monitoring, and/or wellness. Experience with health security and supply chains. Experience with disaster management, preparedness, and response. Experience in vaccine development and distribution. Knowledge of data science and artificial intelligence and research related advancements to improve global and public health concerns.
