The State Water Resources Control Board's Colorado River Basin Regional Water Quality Control Board has an opening for a Water Resource Control Engineer in the National Pollutant Discharge Elimination System/401 Water Quality Certification (NPDES/401 WQC) Unit. The office address is 73-720 Fred Waring Dr. Suite 100, Palm Desert, CA 92260.

This position implements the 401 Water Quality Certification (401 WQC) Program and involves the development, implementation, and enforcement of dredge or fill waste discharge permits. For details about specific responsibilities, Applicants can review the Duty Statement.

An applicant with a college degree obtained outside the United States that does meet accreditation standards must have education records evaluated by a credentials evaluation service. Desirable areas of knowledge include concepts about the environment, natural systems, chemistry for engineering, engineering concepts about water quality control principles to identify impacts to water resources, California Environmental Quality Act, data analysis and database experience, group work experience, formal presentation experience, technical report writing and meeting facilitation experience, inspections and field work experience, and an understanding and the ability to interpret state and federal laws and policies related to water quality regulation. Work experience related to the above subject areas is also a desirable qualification.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using 12 pt. Arial font , and normal margins.

Indicate your knowledge and total years of experience when answering the following statements/questions:
Describe your knowledge of the environment, natural systems, CEQA, and chemistry for engineering. Describe your knowledge of engineering concepts (i.e., Water/Wastewater principles, fate and transport, hydrology, chemistry for engineering). Describe your experience giving formal presentations and with meeting facilitation. Describe your experiences with analyzing/interpreting data, working with databases, and preparing technical reports. Describe your inspection and field work experience. Describe your experience interpreting/enforcing permits. Describe your experience with ensuring permit compliance. Describe your experience interpreting/implementing laws, regulations, and policies.
